What You'll Do:

The Stormwater Field Crew Leader will coordinate, manage, and actively participate in the daily operations of a field crew performing stormwater infrastructure maintenance and repair. This position oversees tasks such as pipe and catch basin installation, ditch work, channel stabilization, debris removal, and seasonal services like leaf collection and snow removal. The Crew Leader will supervise and train up to eight employees, operate heavy equipment, ensure compliance with safety standards, and maintain accurate work records. This role reports to the Stormwater Supervisor and plays a key part in delivering reliable and efficient stormwater services to the community.

Essential Tasks & Responsibilities:

  • Leads and participates in the completion of daily assignments in the work of unskilled and semi-skilled workers in the basic repair, maintenance, installation and/or construction of stormwater conveyances and structures.
  • Performs and assists in performing maintenance, repair, installation and/or construction tasks.
  • Discusses job requirements with and receives detailed instructions from supervisor.
  • Prepares complete daily work orders with details of actual work performed.
  • Trains and instructs subordinates.
  • Completes written draft of performance evaluations for staff and reviews with Supervisor.  
  • Provides guidance and supervision of Motor Equipment Operators I, II, III and brick mason.
  • Trains Motor Equipment Operators in the operation of equipment.
  • Operates heavy vehicles requiring commercial driver’s license (CDL), road tractor and tanker, lowboys, heavy front-end loaders, trackhoe, large dozers, and tandem 10 yd. dump truck, backhoes, etc., to perform maintenance activities on stormwater infrastructure and/or street/roadways and to transport other employees, materials and supplies to work sites.
  • Oversees and assists in the maintenance and cleaning of assigned equipment, buildings, etc.
  • Must be able to coordinate and deal with the public and citizens.
  • Uses hand tools, including but not limited to hoes, shovels, rakes and other tools needed to perform various types of manual labor.
  • Supervises crews for the collection of leaves, snow and storm debris removal.
  • Ensures crew is following proper traffic control practices as established by MUTCD and the City Safety Standards and Policies.
  • Ensures that all work is performed in accordance with OSHA and City Safety Standards and Policies.

Qualifications:

Required Qualifications

  • High School Diploma or GED equivalent.
  • Possession of a Class A Commercial Driver’s License (CDL) issued by the State of North Carolina.
  • Good driving and safety records.
  • At least two (2) years of experience in a lead or supervisory role.
  • At least two (2) years of experience operating heavy motorized equipment.
  • At least two (2) years of experience in semi-skilled stormwater-related maintenance or construction work.
  • At least two (2) years of experience maintaining inventory and using traffic control equipment.
  • Minimum age of 21 years.
  • Ability to lift 50 pounds.
  • Good knowledge of traffic rules, regulations, and safety procedures.
  • Comprehensive knowledge of equipment, tools, construction, repair, and maintenance methods related to stormwater infrastructure; understanding of occupational hazards and safety precautions associated with equipment operation.
  • Skilled in the use of equipment and tools of the trade.
  • Ability to read and interpret as-builts, street location maps, and detailed reports.
  • Ability to successfully complete courses in stormwater construction, safety, snow removal, storm debris cleanup, supervision, and related topics through APWA, ITRE, or other agencies.
  • Ability to work in extreme weather conditions for extended periods.
  • Availability for on-call assignments.
  • Ability to obtain Standard First Aid/CPR certification.

Hearing

  • Must be able to hear over noise of motor to respond in the event there is a mechanical warning, or someone calls out a warning while employee is operating equipment. 

Visual Abilities

  • Acuity, far:  Clarity of vision at 20 feet or more.  Must be able to see other workers, equipment, traffic and pedestrians from a distance for safety reasons when operating equipment.  Both eyes 20/22 - R 20/25 - L 20/25 corrected 
  • Acuity, near: Clarity of vision at 20 inches or less.  Must be able to see operating panel of equipment and other work aids close at hand.  Both eyes 20/25 corrected
  • Depth Perception: Three-dimensional vision.  Ability to judge distance and space relationships so as to see objects where and as they actually are.  Must be able to judge distances so as to use both hands in performing different tasks at the same time and to operate the equipment safely.  Depth Perception - 5 
  • Field of Vision:  Area that can be seen up and down or to right or left while eyes are fixed on a given point.   Must be able to see wide span of area to cover traffic and people entering and leaving the work area to ensure safety. 
  • Accommodation: Adjustment of lens of eye to bring an object into sharp focus.  This is especially important when doing near-point work while glancing up to check entire work area.  Must be able to adjust the eye lens to glance quickly from equipment and the immediate work area to people or other equipment which are located at varying distances. 

Physical Strength 

  • Heavy Work:  Exerting considerable force, from 20 to 50 pounds constantly, and 100 pounds or more of force occasionally with assistance, in operation of light and heavy motorized equipment and hand tools.  Physical demand requirements usually require sitting although when performing other tasks, the worker will be required to walk, stand, bend, stoop, stretch, squat, climb and reach.  There is significant use of arms, hands, legs and feet. 
  • Reaching - Extending the hand(s) and arm(s) in any direction). 
  • Handling - Seizing, holding, grasping, turning, or otherwise working with hand or hands (fingering not involved).  
  • Fingering - Picking, pinching, or otherwise working with fingers primarily (rather than the whole hand or arm as in handling).  

Talking and/or Hearing: 

  • Talking - Expressing or exchanging ideas by means of spoken word).

Mental Activity/Requirements

Reasoning:

  • Ability associated with this classification: Ability to apply principles of logical thinking to work tasks and handle practical situations and requests made by supervisor; to comprehend and respond to a variety of situations in an expedient manner.  Ability to understand and follow oral and written directives and perform the relative tasks.  As a supervisor, must be able to be make responsible decisions so good judgment is extremely important.

Mathematics Ability:

  • Ability usually associated with this classification:  Must be able to count and figure the amounts of materials needed for assignments.

Language Ability

  • The ability to speak, read and write the English Language are required for this position. Ability to be conversant in voice and diction to participate in discussions with supervisor, subordinates, other employees and the general public.  Must be able to communicate clearly and rapidly during emergency situations in person and by two-way radio.
  • Read:   Ability to read operators' manuals, safety rules and regulations, City Personnel Resolution, instructions, directions, street names and signs, city street location maps, detailed reports and other documents relating to job.
  • Write:   Ability to write instructions and/or directives as received, notes pertaining to the job, completed assignments on a work log and messages.

Environmental Conditions

Physical Surroundings

  • The Stormwater Crew Lead is exposed to the various weather conditions and temperatures.   The worker will be exposed to weather which is extremely hot and extremely cold, rain, sleet, ice, snow, high winds, flooding, and fog.  The position is best suited for someone who doesn't mind getting hot, cold, wet, dirty and sweaty.

Hazards

  • The Stormwater Crew Lead may be exposed to trash, garbage, sludge, flowers, trees, grass, dirt, chemicals, fertilizers, mulch, debris and insects, dust, etc. and will often work in confined spaces.  Work is subject to final standards of OSHA on bloodborne pathogens.

Machinery/Tools/Work Aids/Other Equipment

  • Road tractor, paver, rollers, tamps, leaf machines, snow plows, salt spreaders and brine application/manufacturing equipment, trailer and tanker, lowboys, heavy front-end loaders, tandem 10 yd. dump trucks, large dozers, trackhoe, pickup truck, dump truck, service truck, backhoe, tractor mowers, weed eaters, herbicide applicators, chain saws, concrete/masonry tools including but not limited to vibrators, finishing tools, hydraulic hammers, jack hammers, small hand repair tools, pumps, pipe saws, and other work aids associated with this trade and safety manuals, City Personnel Resolution, and operators manuals.
The work location of this job will be 816 E Green Dr High Point, North Carolina.
