About the Opportunity:

The Engineering, Traffic, and Survey Division (ETS) in the Department of Land Use and Transportation is recruiting for a Plan Review Engineer position that is primarily assigned engineering plan review duties for transportation infrastructure improvements within the right-of-way. This position will be responsible for reviewing plans and coordinating with the engineer-of-record within an electronic plan review system to ensure conformance with the County’s Road Design and Construction Standards on projects of higher complexity, scope, and scale including transportation maintenance projects, capital projects, development related improvement projects, and other infrastructure related projects. The incumbent will exercise direct technical and/or procedural assistance and may assign and review work from technical engineering staff. The incumbent will also provide technical and professional assistance to higher level engineering staff. 

 

Ideal Knowledge, Skills, and Abilities (KSAs): 

Knowledge of: 

  • Principles and practices of civil engineering used in roadway, drainage, or bridge design. 

  • The methods, materials, and techniques used in the construction of public works projects. 

Skills to: 

  • Provide timely, effective, and efficient service to clients, and other employees. 

  • Identify complex problems and review related information to develop options, evaluate scenarios, and implement solutions. 

  • Work collaboratively with others for the successful delivery of projects and services. 

Ability to: 

  • Understand and interpret engineering construction plans. 

  • Perform technical research and solve difficult engineering problems. 

  • Ability to ensure project compliance with state, federal and local rules, laws and regulations. 

  • Communicate effectively both orally and in writing.

Minimum Qualifications 

Education and Experience: 

  • A Master's Degree in civil engineering, construction engineering management, surveying, or a closely related field; AND Two (2) years of transportation-related experience applying civil engineering theory, principles, and methods with an emphasis on maintenance, plan preparation and review, road and bridge construction, and/or design. OR 

  • Bachelor's Degree in civil engineering, construction engineering management, surveying, or a closely related field; AND Four (4) years of transportation-related experience applying civil engineering theory, principles, and methods with an emphasis on maintenance, plan preparation and review, road and bridge construction, and/or design. 

 

Special Qualifications: 

  • Possession of a driver's license valid in the State of Oregon and have an acceptable driving record per Washington County policy. 

  • Registration as a professional civil engineer with a license to practice in the state of Oregon within six (6) months of appointment.
