In this role, you'll handle recruitment, employee relations, benefits administration, compensation coordination, and HR compliance. You'll work directly with our Assistant Town Manager and all departments.

HUMAN RESOURCES COORDINATOR


PURPOSE OF POSITION

Under the direction of the Assistant Town Manager, the Human Resources Coordinator supports the Town of Winter Park in the administration and coordination of human resources functions. This role supports recruitment, onboarding, employee records management, benefits administration, training coordination, and employee engagement initiatives. The position plays a critical role in ensuring accurate, compliant, and efficient HR operations while delivering excellent customer service to Town employees.


ESSENTIAL DUTIES AND RESPONSIBILITIES

The following duties are illustrative of the essential functions of the position and are not intended to be all‑inclusive. The Town may change these duties at any time.

  • Coordinate recruitment processes including job postings, applicant tracking, interview scheduling, and candidate communication.
  • Prepare offer letters and onboarding documentation for new hires.
  • Facilitate onboarding and orientation for new employees.
  • Maintain accurate employee records and ensure compliance with records retention requirements.
  • Assist with benefits administration including open enrollment, changes, and employee inquiries.
  • Track and support employee training and development programs.
  • Assist with employee wellness initiatives and engagement programs.
  • Provide administrative support for employee relations and escalate issues as needed.
  • Ensure compliance with federal, state, and local employment laws and regulations.
  • Coordinate pre-employment screenings and background checks.
  • Prepare separation documentation and support offboarding processes.
  • Partner with the Town’s payroll administrator, as needed.
  • Coordinate HR data and ensure data integrity.
  • Provide excellent customer service to employees and departments.
  • Coordinate workers’ compensation and leave administration.
  • Coordinate biennial compensation studies and manage compensation data.
  • Coordinate performance evaluation processes across departments, including documentation preparation and compilation of evaluation materials.
  • Support employee handbook management by coordinating updates, organizing revisions, and distributing to all staff.
  • Perform other related duties as assigned.


SUPERVISORY DUTIES

This position works under the close supervision of the Assistant Town Manager and has no formal, direct supervisory responsibility.


JOB SPECIFICATIONS


QUALIFICATIONS AND SPECIAL REQUIREMENTS

Strong organizational and time management skills; attention to detail and accuracy; ability to maintain confidentiality; strong interpersonal and communication skills; ability to manage multiple priorities in a fast-paced environment; proficiency with HRIS systems and Microsoft Office; knowledge of HR principles and employment law preferred.


EXPERIENCE, EDUCATION, AND CERTIFICATIONS

Education: High School Diploma or GED required; Associate’s or Bachelor’s degree in Human Resources or related field preferred. Experience: Minimum of two (2) years of administrative or HR-related experience; municipal experience preferred. Certifications: SHRM-CP or PHR certification preferred.


WORKING ENVIRONMENT AND EQUIPMENT USED

Work is primarily performed in an office environment with occasional interaction with various Town departments. Regular use of computers and office equipment is required.


ENVIRONMENTAL CONDITIONS AND PHYSICAL REQUIREMENTS

The position requires frequent sitting, standing, walking, and use of hands and vision. Occasional climbing, bending, and lifting (up to 25 pounds) may be required. Site visits may include exposure to construction zones, equipment, and environmental conditions.
