Program Summary 

The MISS program is a comprehensive initiative aimed at supporting the US Department of State’s operations in Iraq. In addition to providing ongoing base operations and Life Support Services, KBR will provide differentiated advisory and consultancy capabilities to the Iraqi Government with a focus on creating an effective program environment to support delivery of strategic economic planning, strategy development, feasibility studies, technical reviews and large-scale project management. Under this contract KBR will provide facility maintenance, procurement, critical supply functions, along with food service, base camp operations, renovations, construction, and medical services. 

Job Summary 

The Task Order Safety Manager leads and oversees all HSE activities within an assigned task order, ensuring operations comply with contractual, regulatory, and organizational safety requirements. The role manages HSE personnel and directs the delivery of inspections, training, reporting, and safety‑plan implementation to support safe and efficient task‑order execution. The manager serves as a primary liaison with clients, subcontractors, and regulatory agencies to interpret requirements, mitigate hazards, and uphold a ZERO HARM safety culture. 

Operating under general direction, the Task Order Safety Manager is accountable for HSE performance across the task order and contributes to the development and improvement of broader HSE processes and strategies. This position requires U.S. citizenship and an active Secret Clearance, along with a BS/BA degree and 9+ years of relevant experience. 

Roles and Responsibilities  

  • Lead and manage HSE personnel and activities across the assigned task order, ensuring alignment with contractual, regulatory, and organizational requirements. 

  • Drive a ZERO HARM culture by enforcing HSE procedures, monitoring compliance, and promoting safe work behaviors at all levels. 

  • Oversee HSE inspections, audits, observations, and assessments to identify hazards and implement corrective actions. 

  • Manage safe‑work permitting, controlled‑area access, and enforcement of site‑specific safety protocols. 

  • Direct contractor‑management processes, ensuring verification of required training, certifications, and access readiness. 

  • Oversee HSE systems for incident reporting, corrective‑action tracking, performance metrics, and regulatory compliance documentation. 

  • Lead hazard identification, risk assessments, and loss‑prevention activities with proper escalation and closure. 

  • Provide leadership and guidance during complex or high‑risk HSE events, incidents, and investigations. 

  • Ensure all HSE recordkeeping—reports, logs, assessments, audits—is accurate, complete, and audit‑ready. 

  • Deliver or coordinate HSE training and support for employees, subcontractors, and site personnel. 

  • Serve as the primary HSE liaison to clients, subcontractors, regulatory agencies, and leadership. 

  • Support continuous‑improvement efforts and contribute to the development of HSE strategies, processes, and practices across the task order. 

  • Perform additional duties as required to support task‑order execution. 

Basic Qualifications  

  • Bachelor’s degree (BS/BA) in a relevant field and minimum 9 years of related HSE experience. 

  • Must be a U.S. Citizen with an active Secret Clearance. 

  • Ability to obtain and maintain all required government and site‑specific access credentials. 

  • Effective oral and written communication skills in English. 

  • Valid State, Country, or International Driver’s License. 

  • Demonstrated experience leading or managing HSE programs in operational, industrial, construction, or government‑contract environments. 

  • Experience supervising HSE personnel or directing safety activities across multiple sites or work groups. 

  • Strong knowledge of HSE principles, hazard‑mitigation methods, and regulatory compliance requirements (OSHA, EPA, etc.). 

  • Experience using HSE systems, incident‑management software, and compliance‑tracking tools. 

  • Ability to interpret procedures, apply sound judgment, and operate independently under general direction. 

  • Strong administrative, organizational, and documentation skills. 

Preferred Qualifications 

  • Advanced knowledge of OSHA, EPA, NFPA, and other relevant regulatory frameworks and industry standards.  

  • Professional HSE certifications such as CSP, ASP, CHST, OHST, CSHO, ISO 45001/14001 Auditor, HAZWOPER, or equivalent.  

  • Experience managing HSE programs within governmentcontract, contingency, expeditionary, or multisite operational environments.  

  • Demonstrated success in leading incident investigations, rootcause analysis, and correctiveaction implementation.  

  • Experience developing or improving HSE strategies, processes, and training programs.  

  • Proficiency with HSE software platforms, digital reporting tools, and datadriven safety analytics.  

  • Strong ability to influence stakeholders, drive compliance, and support cultural improvements across diverse teams.  

  • Experience preparing and presenting HSE performance reports to senior leadership, government representatives, or client stakeholders.  

  • Proven ability to collaborate effectively with cross-functional teams, subcontractors, and regulatory bodies.
