Position Summary:

 

The Director of Construction leads the construction delivery function for Shell Mobility and Convenience (SMC) gasoline stations and convenience retail stores, serving as the owner’s representative for the capital program. This role provides governance, portfolio prioritization, and disciplined project controls to ensure projects are delivered safely, on brand, on schedule, and within approved budgets. The Director partners closely with Real Estate, Operations, Marketing, Engineering, and Finance to drive timely decisions, manage risk, and maintain consistent delivery standards across the portfolio. Technical design development, engineering standards, and FEED process execution are led by the Construction Engineering Manager, who reports into this role.

 

Responsibilities:

  • Serve as the owner’s representative for the construction capital program, setting clear expectations and accountability across regions and project teams.
  • Own portfolio project controls: scope definition, baseline schedule/cost, forecasting, change control, closeout, and executive-ready reporting.
  • Maintain budget accountability for the construction portfolio, including annual plan inputs, commitments/actuals tracking, contingency governance, and variance management.
  • Provide contractor oversight by establishing contracting strategy, selecting qualified/appropriately licensed partners, and managing performance (KPIs), change orders, and claims.
  • Drive quality outcomes by ensuring field verification/inspections occur, punch lists are closed, and turnover documentation supports reliable operations.
  • Champion HSSE and regulatory compliance, ensuring safe work practices, stop-work authority, and adherence to applicable local/state/federal requirements.
  • Partner with Real Estate, Operations, Marketing, Engineering, and Finance to prioritize work, secure funding, and drive timely decisions and risk resolution.
  • Sponsor pre-construction stage gates and approve major scope and cost/schedule trade-offs; design/engineering standards and FEED execution are led by the Construction Engineering Manager.
  • Lead, develop, and retain talent across project management, field oversight, and construction engineering through coaching, role clarity, and continuous improvement.

Team & Organization:

 

This role leads a cross-functional construction delivery team responsible for safe, compliant, and predictable execution of new builds, remodels, and capital improvements. The Director provides direction, governance, and project controls while delegating technical engineering and FEED execution to the Construction Engineering Manager.

  • Construction Engineering Manager (direct report): accountable for engineering standards, design coordination, FEED deliverables, constructability input, and technical support during execution.
  • Construction Project Management project managers responsible for end-to-end delivery of assigned projects, including schedule, cost, scope, and contractor coordination.
  • Project Controls (as resourced): cost/schedule analysts or shared services supporting forecasting, change control, progress measurement, and portfolio reporting.
  • Contractor & Vendor Management: support for procurement coordination, contract administration, invoice review, change orders/claims tracking, and performance KPI management.
  • HSSE/Compliance Support (dotted line): partnership with HSSE and permitting/compliance resources to maintain safe work practices and regulatory adherence.

Team structure may vary by region and project volume; the Director is responsible for aligning roles, workload, and vendor capacity to deliver the annual program sustainably.

 

Qualifications:

  • Bachelor’s degree in Construction Management, Engineering, Architecture, Business, or a related field (or equivalent experience).
  • 7+ years of progressive experience in construction or capital project delivery (retail, industrial, QSR, petroleum, or similar environments).
  • Experience delivering multiple projects and coordinating across internal stakeholders and external contractors.
  • Experience with contractor commercial management, including contract administration, change orders, and claims resolution.
  • Strong foundation in construction project delivery and project controls (scope, schedule, cost, change management, and closeout).
  • Strong leadership, vendor management, and communication skills.
  • Comfort with common project controls tools (e.g., scheduling, budgeting, and document management software). Experience with Procore and MS Project is a plus.

Preferred Skills:

  • Strong project controls capability (baseline development, forecasting, earned progress tracking, and executive-ready reporting).
  • Ability to lead governance routines, drive decisions across stakeholders, and resolve escalations quickly and professionally.
  • Strength in contracting/commercial acumen (scope clarity, negotiation support, change order discipline, and claims avoidance).
  • Familiarity with fueling infrastructure (e.g., UST systems, dispensers, fuel equipment) is helpful but not required.
  • Drives a performance driven culture that focuses on quantitative analysis and emphasis on leading indicators to drive business outcomes
