General Summary
The Director of Moving to Work (MTW) serves as the Housing Authority’s principal administrator and subject matter expert for all Moving to Work (MTW) activities, strategic policy initiatives, HUD-directed demonstration requirements, and agency-wide regulatory policy development. The Director is responsible for the strategic planning, administration, implementation, oversight, evaluation, and continuous improvement of the Housing Authority’s MTW program and related federal housing initiatives.
The Director leads the development, implementation, and evaluation of MTW policies, operational strategies, s, waiver activities, and oversees compliance efforts associated with Public Housing, Housing Choice Voucher (HCV), Project-Based Voucher (PBV), landlord engagement, resident self-sufficiency initiatives, and other affordable housing programs administered by the Authority.
Reporting to executive leadership, the Director oversees the full lifecycle of HUD planning and reporting processes, including public engagement, Board approval, submission, and compliance monitoring of the Annual PHA Plan, Five-Year PHA Plan, MTW Supplement, MTW Annual Report, and other HUD-required strategic planning documents. The position also directs agency-wide policy analysis and implementation involving the Admissions and Continued Occupancy Policy (ACOP), HCV Administrative Plan, MTW requirements and other HUD regulatory changes.
Duties And Responsibilities
- Serves as the agency’s lead MTW administrator, directing policy development, implementation, and evaluation in accordance with HUD requirements and agency objectives.
- Oversees the full lifecycle HUD planning and reporting processes, including public participation, Board approval, submission, and compliance monitoring for the Annual PHA Plan, Five-Year PHA Plan, MTW Supplement, MTW Annual Report, and related HUD planning and reporting documents.
- Leads the development and implementation of the Public Housing Admissions and Continued Occupancy Policy (ACOP), Housing Choice Voucher (HCV) Administrative Plan, MTW policies, Standard Operating Procedures (SOPs), and related procedures.
- Evaluates existing and proposed MTW activities, waiver authorities, and operational strategies to improve program efficiency, resident outcomes, landlord participation, and regulatory compliance.
- Monitors and interprets federal laws, HUD regulations, MTW guidance, and industry best practices to ensure organizational compliance and proactive policy adaptation.
- Oversees budget planning, funding allocation strategies, and financial forecasting related to MTW initiatives to ensure effective and compliant use of federal resources.
- Provides strategic recommendations to executive leadership regarding policy implementation, regulatory risk, operational efficiencies, funding utilization, program innovation, and long-term MTW planning initiatives.
- Directs agency-wide implementation efforts for MTW initiatives and policy changes by coordinating with operational departments including Voucher Programs, Public Housing Operations, Resident Services, Finance, Asset Management, Compliance, Procurement, Information Technology, and the Office of General Counsel.
- Develops and analyzes key performance indicators (KPIs) and data related to program performance, rent reform, utilization, and resident outcomes to inform policy and operational decisions.
- Oversees MTW performance measurement systems, dashboards, and reporting tools to support evaluation and compliance.
- Coordinates and manages HUD audits, monitoring reviews, independent evaluations, regulatory assessments, and internal compliance reviews associated with MTW and policy administration activities.
- Serves as the agency liaison with HUD representatives, external evaluators, consultants, auditors, peer housing authorities, industry associations, local government officials, and community stakeholders regarding MTW implementation and policy initiatives.
- Develops and facilitates presentations, training materials, technical guidance documents, Board memoranda, public hearing materials, and implementation resources related to MTW and agency policy initiatives.
- Oversees stakeholder engagement including resident advisory boards, public hearings, comment periods, community outreach activities, and Board presentations associated with HUD-required planning and policy processes.
- Directs special projects, operational assessments, policy research initiatives, and strategic planning assignments as designated by executive leadership.
- Identifies and evaluates grant opportunities, funding initiatives, and demonstration programs relevant to the Housing Authority’s strategic objectives and provides leadership in grant development and implementation support.
- Develops and manages project plans, timelines, and budgetary tracking associated with MTW and strategic policy initiatives.
- Ensures all activities are performed in compliance with HUD regulations, MTW Operations Notice requirements, federal statutes, state laws, local ordinances, procurement standards, agency policies, and applicable compliance requirements.
- Supervises, mentors, and evaluates assigned staff and project teams associated with MTW operations, policy development, and strategic initiatives.

- The employee exercises considerable independent judgment and initiative in carrying out responsibilities and achieving departmental and organizational objectives.
- Work is reviewed primarily through evaluation of outcomes, regulatory compliance, operational effectiveness, strategic implementation success, and achievement of organizational goals.
- The employee may directly supervise MTW program staff.

Supervisory Controls
- The Director may supervise assigned staff, consultants, policy analysts, program coordinators, interns, or cross-functional project teams associated with MTW and strategic policy initiatives.
- The Director serves as the lead liaison with HUD, external partners, and internal departments on MTW implementation, performance, policy modernization, compliance matters, and strategic innovation efforts. The position identifies operational efficiencies, evaluating policy outcomes using data analysis, oversees MTW reporting systems, supports grant development, and ensures alignment with agency priorities and federal requirements.

Qualifications, Knowledge & Experience
- Bachelor’s degree from an accredited university in Public Administration, Public Policy, Urban Planning, Business Administration, Economics, Law, Political Science, Housing Administration, or a related field.
- Master’s degree in Public Administration, Public Policy, Urban Planning, Economics, Business Administration, Law, or related field preferred.
- Minimum of ten (10) years of progressively responsible experience in affordable housing, public administration, housing policy, MTW administration, regulatory compliance, strategic planning, or related program administration.
- Minimum of three (3) years of management, supervisory, project leadership, or executive-level policy administration experience preferred.
- Direct experience with a Moving to Work (MTW) agency strongly preferred.
- Experience developing or administering ACOPs, Administrative Plans, MTW Supplements, PHA Plans, HUD submissions, policy implementation initiatives, or strategic housing programs preferred.
- Valid Texas driver’s license or ability to obtain within thirty (30) days of employment.
- Eligibility for coverage under Housing Authority fleet insurance requirements.
- Extensive knowledge of HUD regulations, MTW requirements, federal housing laws, and Public Housing and HCV program administration.
- Extensive knowledge of PHA planning processes, MTW Supplements, ACOP, HCV Administrative Plans, and HUD reporting requirements.
- Knowledge of federal compliance standards, program evaluation methods, data analysis, and public sector policy development.
- Skilled in executive-level project management involving complex, multi-departmental initiatives with competing priorities and deadlines.
