The Gulf Coast Protection District (GCPD) is a special-purpose district created by the Texas Legislature under S.B. 1160, 87th Regular Session, to serve as the non-federal sponsor for the Sabine Pass to Galveston Bay (S2G) and Coastal Texas (CTX) coastal storm risk management projects. Partnering with the U.S. Army Corps of Engineers on a 65/35 federal-to-local cost-share, GCPD is responsible for managing nearly $1 billion in state appropriations and coordinating one of the largest coastal infrastructure programs in the nation, protecting millions of people and billions of dollars of assets along the Texas Gulf Coast.

Position Summary

GCPD seeks an experienced accounting and finance leader to serve as Director of Budget, Accounting & Reporting (BAR). This position leads GCPD's day-to-day financial operations, serving as the CFO's principal deputy for budgeting, general accounting, grant and Work-in-Kind (WIK) accounting, procurement compliance, and financial reporting.

This role manages and develops the BAR team, ensures accurate and timely accounting for all District funds — including state legislative appropriations administered through the District's state Funding Partner via Local Cooperation Agreements — and maintains the internal control structure that supports GCPD's clean audit history.

Essential Duties and Responsibilities

Team Leadership and Department Management

• Directly supervise and develop BAR staff.
• Establish workflows, review procedures, and quality controls across budgeting, accounting, procurement, and reporting functions.
• Maintain segregation-of-duties discipline across the BAR team consistent with GCPD internal control policy.

Budgeting and Financial Planning

• Lead preparation of GCPD's annual budget for all funding sources, including departmental budget requests.
• Monitor budget-to-actual performance throughout the fiscal year and prepare variance analysis for the CFO and Board.
• Support multi-year financial forecasting for the Coastal Texas/Ike Dike program and other District initiatives.

Accounting and Financial Reporting

• Oversee the general ledger, month-end and year-end close processes, and preparation of GCPD's financial statements.
• Ensure accurate accounting for grant funds, WIK contributions, and reimbursable expenditures under Funding Partner Local Cooperation Agreements.
• Prepare and review reporting packages for the Board, the Funding Partner, USACE, and other program partners.
• Serve as a key point of contact for external auditors, coordinating audit fieldwork.

Grant and Funding Partner Compliance

• Ensure GCPD's accounting practices and expenditure documentation comply with applicable Local Cooperation Agreement terms and 2 CFR 200 (Uniform Guidance) requirements.
• Support the CFO in managing Funding Partner reimbursement requests, funding drawdowns, and compliance correspondence.

Procurement and Systems

• Oversee procurement policy compliance.
• Serve as a BAR-side lead on ERP implementation efforts, including procure-to-pay (P2P) process design and departmental workflow.
• Maintain relationships with banking partners and support treasury/cash management functions in coordination with the CFO.

Minimum Qualifications

• Bachelor's degree in Accounting, Finance, or related field; CPA or CIA required.
• Minimum of fifteen (15) years of progressive accounting/finance experience, including at least three (3) years in a supervisory or management role.
• Experience with governmental fund accounting, budgeting, and financial reporting.
• Experience with grant or federally/state-assisted program accounting, including cost eligibility review and compliance reporting.
• Demonstrated experience managing external audit engagements.

Preferred Qualifications

• Experience with Texas special districts, state grant administration, or large public infrastructure programs.
• Experience with ERP implementation, particularly Oracle NetSuite.
• Familiarity with 2 CFR 200 (Uniform Guidance) and Texas procurement statutes.
• Experience in Work-in-Kind (WIK) accounting or similar in-kind contribution tracking.
