Saber Power Services seeks an IRA Compliance Coordinator to own the day-to-day execution of the Company’s IRA (Inflation Reduction Act) prevailing wage and apprenticeship compliance program across assigned projects. This role will be based in our Houston office located on Space Center near Ellington Field.

 Position Summary:Â
The IRA (Inflation Reduction Act) Compliance Coordinator is responsible for coordinating and verifying the Company’s compliance with the Inflation Reduction Act’s prevailing wage and registered apprenticeship (PWA) requirements on assigned projects. Reporting to the IRA Compliance Lead, this position goes beyond data entry: the Coordinator reviews and validates certified payroll and apprenticeship records submitted by Saber and its subcontractors, interprets applicable wage determinations and labor classifications, monitors apprenticeship ratio and participation requirements, identifies deficiencies, and drives corrective action to closure. The Coordinator serves as a primary point of contact for Owners and Owner’s third-party compliance consultants, trains and holds subcontractors accountable to their reporting obligations, and maintains an audit-ready compliance file for each project. The ideal candidate combines strong attention to detail with sound judgment, the ability to work independently, and the confidence to escalate issues appropriately.
Duties and Responsibilities:
- Serve as the day-to-day owner of IRA prevailing wage and apprenticeship compliance for assigned projects, coordinating across project management, payroll, human resources, field supervision, and subcontractors.
- Review and validate certified payroll records, fringe benefit statements, apprenticeship agreements, and supporting documentation submitted by Saber and its subcontractors; identify discrepancies, return deficient submissions, and drive them to closure.
- Interpret applicable wage determinations and verify that laborers and mechanics are properly classified against the scopes of work actually performed, including split-classification and overtime scenarios.
- Track registered apprentice labor hour, ratio, and participation requirements against project targets; report trends and flag conditions that place compliance at risk while there is still time to correct them.
- Prepare and document good faith effort requests to registered apprenticeship programs and maintain the supporting evidence required to substantiate the exception.
- Onboard and train subcontractors on IRA recordkeeping and reporting requirements at buyout and throughout execution; verify that required compliance language and flow-down provisions are in place before work begins.
- Serve as a primary point of contact for Owners and Owner’s third-party compliance consultants, resolving routine issues independently and elevating substantive matters to the IRA Compliance Lead and executive leadership.
- Elevate issues as needed to ensure appropriate executive oversight of any condition that appears contrary to the requirements of the IRA compliance guidelines.
- Conduct periodic self-audits and spot checks of project compliance records; document findings, initiate corrective action, and track items through resolution, including any required correction and penalty procedures.
- Ensure all records and submissions meet the requirements outlined in the IRA Final Regulations and applicable Owner or lender compliance requirements.
- Maintain complete, organized, and audit-ready compliance files for each assigned project, including wage determinations, payrolls, apprenticeship documentation, and correspondence.
- Prepare and submit accurate, timely compliance reports and dashboards for internal leadership and external stakeholders.
- Maintain the confidentiality and security of sensitive personally identifiable information (SPII) and personally identifiable information (PII) in accordance with Company policy.
- Develop, maintain, and improve compliance procedures, trackers, checklists, and templates; recommend process and system improvements that reduce manual effort and rework.
- Provide guidance and informal training to Compliance Administrators and project personnel on recordkeeping expectations.
- Support responses to Owner audits, lender diligence requests, and inquiries from the Department of Labor or Internal Revenue Service, as directed.
- Travel to project sites as needed to support worker interviews, verify required postings, and provide onsite compliance support.
- Perform other job-related duties as requested by management.
Qualifications:
- High School Diploma or equivalent required; Associate’s or Bachelor’s degree in Business, Construction Management, Human Resources, or a related field preferred.
- Minimum of 4 years of experience in labor compliance, certified payroll, construction administration, or a comparable compliance-driven role.
- Minimum of 2 years of direct prevailing wage experience (IRA, Davis-Bacon, or state prevailing wage programs); prior IRA prevailing wage and apprenticeship compliance experience strongly preferred.
- Working knowledge of wage determinations, labor classifications, certified payroll requirements, and registered apprenticeship programs.
- Experience with labor compliance or certified payroll platforms (such as LCPtracker, Points North, or eMars) preferred.
- Working knowledge of Microsoft applications, including strong Excel skills; experience with Procore or a construction ERP is a plus.
- Ability to travel occasionally to project sites, primarily within Texas and the Gulf Coast region.

- Excellent communication skills, both written and verbal, including comfort interfacing directly with Owners and third-party consultants.
- Strong attention to detail and accuracy in reviewing and reconciling records.
- Ability to manage sensitive information with confidentiality and discretion.
