Position Overview

C2O is seeking an experienced Senior Safety Representative to support major Transmission & Distribution (T&D), high-voltage upgrade, and substation construction projects at various locations throughout the Northeastern United States.

The Senior Safety Representative will provide field safety leadership and oversight for construction crews performing high-risk transmission, distribution, and substation activities. The successful candidate will have strong experience developing and implementing site-specific safety programs, working directly with construction leadership and craft personnel, identifying hazards, and ensuring compliance with company, client, and regulatory safety requirements.

This position is contingent upon contract award.

Key Responsibilities

  • Develop, implement, and maintain site-specific safety plans for high-voltage transmission, distribution, and substation construction activities.

  • Provide daily field safety oversight and enforce applicable company, client, OSHA, and project safety requirements.

  • Conduct safety inspections, observations, audits, and hazard assessments.

  • Develop and review Job Safety Analyses (JSAs), Pre-Task Analyses (PTAs), and Activity Hazard Analyses (AHAs).

  • Develop and deliver toolbox talks and safety training for field personnel.

  • Establish and enforce PPE requirements based on project hazards and work activities.

  • Promote Stop Work Authority and ensure unsafe conditions and behaviors are addressed promptly.

  • Investigate incidents, injuries, near misses, and property-damage events and ensure proper documentation and reporting.

  • Track safety observations, incidents, corrective actions, and lost-time events.

  • Coordinate with project management, supervisors, contractors, clients, and medical personnel regarding safety-related matters.

  • Support pre-mobilization planning, required safety documentation, emergency response plans, and site evacuation plans.

  • Implement programs to identify jobsite hazards, potential exposures, and appropriate mitigation measures.

  • Assist with developing project and departmental safety procedures, handbooks, orientation materials, and new-hire requirements.

  • Promote safety awareness and employee engagement through recognition and incentive initiatives.

  • Provide safety leadership across multiple projects or sites when required.

  • Participate in client and company safety audits and ensure identified corrective actions are completed.

Preferred Qualifications

  • Significant safety experience supporting Transmission & Distribution, high-voltage, substation, utility, or major construction projects.

  • Strong working knowledge of OSHA construction standards and electrical/construction safety requirements.

  • Experience with JSAs/JHAs, PTAs, AHAs, toolbox talks, incident investigations, and corrective-action management.

  • Knowledge of excavation, crane and rigging, electrical, energized work, fall protection, heavy equipment, and other high-risk construction activities.

  • Experience overseeing contractor and subcontractor safety performance.

  • Ability to communicate effectively with craft employees, supervisors, project managers, clients, and senior leadership.

  • Demonstrated ability to manage safety responsibilities across multiple crews or project locations.

  • Strong documentation, reporting, training, and organizational skills.

  • OSHA 30 and First Aid/CPR preferred.

  • CHST, CSP, or other recognized safety credentials are a plus.

  • Ability and willingness to travel to project locations throughout the Northeastern United States.
