STV is seeking a Team Leader / Senior Project Manager to join our Water Practice in Houston, TX. This role is ideal for a senior-level professional with a strong background in water/wastewater infrastructure, team leadership, and municipal client engagement.

This position will play a key role in leading project delivery, managing high-performing teams, and supporting the continued growth of STV’s Water practice across Texas.

Key Responsibilities:

  • Lead and manage a team of engineers and technical staff supporting water and wastewater modeling, planning, and design efforts.
  • Oversee project execution across multiple concurrent municipal projects, ensuring quality, schedule, and budget performance.
  • Manage client relationships and serve as a trusted advisor to municipal clients across the Houston region.
  • Lead proposal development, including statements of qualifications, scope definition, and fee negotiations.
  • Drive business development efforts, including identifying new opportunities and supporting strategic growth initiatives.
  • Oversee project financial performance, including forecasting, staffing, and workload balancing.
  • Provide technical leadership on water/wastewater infrastructure projects, including pipeline systems, pump stations, and hydraulic modeling.
  • Review and guide the development of engineering reports, studies, and design documents.
  • Mentor and develop staff from entry-level through senior engineers, including performance management and career development.
  • Support QA/QC initiatives and maintain high standards of technical excellence across projects.
  • Represent STV at client meetings, industry events, and conferences.

Qualifications:

  • Bachelor’s degree in Civil, Environmental, or related Engineering field.
  • 15+ years of experience in water/wastewater engineering, including project management and team leadership.
  • Professional Engineer (PE) license required.
  • Strong experience with municipal clients in the Houston/Texas market.
  • Proven track record managing multiple projects, teams, and client relationships.
  • Experience with proposal development, fee negotiation, and business development.
  • Strong understanding of water/wastewater systems including pipelines, pump stations, and hydraulic modeling.

Preferred Qualifications:

  • Experience leading modeling/planning teams or multidisciplinary water groups.
  • Background working with agencies such as City of Houston, regional authorities, or utility districts.
  • Demonstrated success growing teams or expanding service offerings.
  • Active participation in industry organizations and professional networks.

Compensation Range:

$172,102.32 - $196,688.36
