Position Summary:

Manage the execution and advancement of Port Houston’s business plan for Port Houston’s Multi-Purpose Facilities. Align with the organization’s strategic objectives by supporting the management and growth of waterborne tonnage and drive revenue growth through operational excellence. Collaborate cross-functionally to identify, pursue, and secure new business opportunities, providing leadership throughout the business development lifecycle. Ensure optimal utilization, maintenance, and operational efficiency of all Multi-Purpose Facilities through proactive asset management and capital planning. Directly oversee operations staff and functions, including the Truck Office, Vessel Scheduling, Operations Supervisors, wharf and lower-level restroom cleaning crews, and related day-to-day terminal activities, maintaining the highest standards of safety, service, and regulatory compliance.

 

Key Responsibilities/Duties:

  • Directly oversee all terminal activities from a landlord perspective, to ensure a successful, safe, secure, and sustainable operating environment with all port partners
  • Manage rates, rules, and requirements outlined in Tariff 8, recommending proactive adjustments based on market conditions to remain competitive
  • Direct the negotiations and management of terminal lease agreements and freight handling assignments, to promote fair competition among port users while achieving the highest return and optimal utilization of cargo terminals
  • Collaborate with and provide guidance to other Port Houston departments, including but not limited to Project Construction Management, Real Estate, Trade Development, and Environmental Affairs as required
  • Develop short and long-term financial forecasts, revenue projects, and expense budgets for Multi-Purpose facilities, in alignment with the Chief Port Operations Officer
  • Serve as the primary point of contact for customers, freight handlers, vessel operators, Houston ship pilots, the Port Terminal Railroad Association and other users of the Multi-Purpose facilities to resolve inquiries and support operations
  • Interface with regulatory Agencies such as Customs and Border Protection, US Coast Guard, USDA and the Army Corp of Engineers as needed
  • Assist users of Port Houston in the delivery of special project cargoes to our facilities
  • Uphold safety, security, and environmental standards with all port users
  • Direct the Central Maintenance department on project prioritization and routine maintenance needs
  • Evaluate existing processes and emerging technologies to identify opportunities for improved efficiency and proficiency
  • Act in accordance with and promote Port Houston core values (respect, excellence, accountability, diligence, and you)
  • Perform other duties as required

Education/Experience:

  • Bachelor’s degree in Business Administration, Maritime Administration, Operations Management, Transportation, or related major from a public or accredited private academic institution required
  • 7+ years related terminal logistics or management experience required
  • Previous supervisory experience required

Knowledge, Skills and Abilities:

  • Knowledge of Maritime operations and cargo handling equipment
  • In depth technical and operational knowledge of all Port Houston Multi-Purpose facilities
  • Knowledge of current lease agreements, freight handling assignments and related contractual obligations
  • Knowledge of Microsoft Office products, Port Houston operating systems, Port Houston financial processes and Port Houston internal reporting Collaboration, relationship and team building skills
  • Presentation and political skills
