Overview:
We are seeking a detail-oriented Senior HR Compliance Specialist. This position combines expertise in regulatory HR compliance, with a focus on the Service Contract Act (SCA), project management to managing all phases of project execution, including needs assessment, risk evaluation and setting goals and objectives to ensure compliance. The ideal candidate acts as a leader, working to problem-solve, while influencing others at all levels of the organization. This role involves overseeing, managing projects, and maintaining compliance for service contracts, particularly those involving federal government contracts.

Key Responsibilities:
Compliance and Administration Expertise:
- Monitor changes in labor laws and regulations, ensuring the company remains compliant with all relevant requirements
- Develop, update, and implement compliance policies, procedures, and controls in line with applicable laws, standards, and organizational - objectives, including Service Contract Act (SCA)
- Maintain accurate documentation and records of all compliance activities and findings
- Conduct internal audits to identify areas of non-compliance and implement corrective action plans
- Execute and administer recurring HR compliance processes, including bi-weekly data runs for SCA programs ensuring accuracy and resolving   discrepancies
- Support external audit requests
Project Management Leadership:
- Develop solutions, programs and policies supporting varying projects 
- Collaborate with leadership and cross-functional teams to define project objectives, deliverables, timelines, and KPIs
- Lead, manage, and schedule multiple projects simultaneously, ensuring adherence to scope, budget, and deadlines
- Facilitate project team meetings and track the status of deliverables to ensure smooth execution
- Identify potential project risks and compliance gaps, developing actionable solutions as needed
- Triage project bottlenecks and emerging issues in real-time to avoid delays
Team Collaboration and Training:
- Provide training and communication to employees and management regarding SCA compliance requirements
- Communicate findings and actionable insights clearly and convincingly across all levels of the organization
- Provide support to employees and HR teams for escalated inquiries and troubleshooting
 



Qualifications
- Bachelor’s degree in Business Administration, Human Resources, Legal Studies, or a related field
- Project Management Professional (PMP) Certification Preferred
- At least 5 years of relevant experience in compliance management, project management, or related roles
- Knowledge of Service Contract Act (SCA) and other labor laws and regulations preferred
- Strong analytical skills
- Excellent written and verbal communication skills
- Ability to work independently and collaboratively with cross-functional teams
- Experience with HR and payroll systems and processes
- Use of discretion in dealing with confidential information
- Comfort around higher management/managerial courage
