I. JOB SUMMARY
Performs advanced and managerial engineering, architectural, research, and oversight work. Work involves managing, planning, interpreting, organizing, executing, and coordinating major technical architectural and engineering assignments; performing research, analyses, tests, and inspections; developing specifications; planning, scheduling, and coordinating construction and maintenance activities; performing architectural or engineering work; calculating costs; conducting various studies; and planning, assigning, and supervising the work of others. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.
II. ESSENTIAL FUNCTIONS
A. Plans, develops, coordinates, and directs activities of staff in various engineering and architectural projects; conducts detailed inspections of projects during construction to ensure compliance with the Texas Board of Architectural Examiners and the Texas Engineering Practices Act; ensures project quality assurance; and reviews and certifies as-built construction drawings.
B. Provides consultant and liaison services to internal and external organizations regarding new design concepts, solutions to problems, and changes to policies and laws; and provides technical guidance and assistance regarding installed equipment selection, acceptance, operation, and maintenance.
C. Participates in the preparation of design criteria documentation and commissioning specifications for facilities and facility subsystems; plans, schedules, and coordinates architectural and engineering activities; and directs the preparation of budgets and provides final approvals.
D. Conducts field visits and inspections; monitors contractor performance; directs and assists in conducting operation evaluations; and provides technical direction, guidance, and assistance regarding the selection of building systems and components.
E. Prepares and oversees the preparation of construction plans, drawings, estimates, and specifications; prepares and affixes architectural or engineering seals to drawings and specifications in compliance with codes and standards; and performs design calculations and prepares documentation to determine adequacy of design.
F. Supervises the work of others; and identifies staff development and training requirements.

III. MINIMUM QUALIFICATIONS
A. Education, Experience, and Training
1. Bachelor's degree in Architecture or Engineering from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Master’s degree in Architecture or Engineering from a college or university accredited by the CHEA or by the USDE preferred. Each year of experience as described below in excess of the required nine years may be substituted for thirty semester hours from an accredited college or university on a year-foryear basis.
2. Nine years full-time, wage-earning architectural or engineering experience in facilities engineering work.
3. Three years full-time, wage-earning experience in the supervision of employees or management of an engineering or architectural project.
4. Experience in planning and designing correctional facilities preferred.
5. Experience in a governmental agency preferred.
6. Currently registered as an architect or licensed as a professional engineer in the State of Texas, or if currently or previously registered or licensed as a professional engineer in any state, must obtain Texas registration or licensure within six months of date of employment. Must maintain valid registration or licensure for continued employment in position. Selected applicants without required license(s) must sign a Credential Contingency Agreement that will remain in effect only until the initially established expiration date. Failure to comply with this contingency statement will result in separation from employment. Credential Contingency Agreements will not be extended or renewed as a result of an employee’s separation from employment or acceptance of another position.
7. Currently certified as a Certified Texas Contract Manager (CTCM) in the State of Texas, or if not currently certified, must obtain Texas certification within one year of date of employment.
Must maintain valid certification for continued employment in position.
Selected applicants without required license(s) must sign a Credential Contingency Agreement that will remain in effect only until the initially established expiration date. B. Knowledge and Skills
1. Knowledge of the principles and practices of public administration and facility management.

3. Knowledge of design techniques and practices.
4. Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred.
5. Skill in reading and interpreting working plans, drawings, survey data, and specifications in developing unit and parametric quantity cost estimating.
6. Skill in reviewing and applying policies, procedures, rules, regulations, schedules, guidelines, and contract requirements.
7. Skill to oversee and organize program activities.
8. Skill to manage multiple projects and activities.
9. Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
10. Skill to communicate ideas and instructions clearly and concisely.
11. Skill to review technical data and prepare technical reports.
12. Skill to plan, assign, and supervise the work of others.
IV. ADDITIONAL REQUIREMENTS WITH OR WITHOUT REASONABLE ACCOMMODATION
A. Ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, climb stairs and ladders, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry under 15 lbs., perceive depth, operate a motor vehicle, and operate motor equipment.
B. Conditions include working inside, working around machines with moving parts and moving objects, radiant and electrical energy, working closely with others, working alone, working protracted or irregular hours, and traveling by car, van, bus, and airplane.
C. Equipment (machines, tools, devices) used in performing only the essential functions include computer and related equipment, calculator, copier, fax machine, telephone, dolly, and automobile.
