Position Summary
The Program Manager will serve as the single Point of Contact (POC) for the Government, in accordance with PWS 2.5.5, and will have full authority to act on behalf of the contractor regarding all contract-related matters. This position is responsible for the overall management, execution, performance, quality, and safety of the contract and provides direct oversight and leadership to all assigned personnel.
The Program Manager will ensure contractual requirements are successfully executed while maintaining compliance with applicable Government regulations, policies, performance standards, and organizational objectives. The position requires an experienced leader with a strong background in Government contracting and Army logistics operations.
Essential Duties and Responsibilities
- Serve as the single POC for the Government and maintain full authority for the management and execution of contract requirements.
- Provide overall leadership, direction, and oversight for contract operations and assigned personnel.
- Manage contract performance to ensure all requirements, deliverables, schedules, and performance standards are successfully achieved.
- Oversee geographically dispersed personnel and ensure effective communication, coordination, accountability, and operational consistency across supported locations.
- Monitor contract quality and implement appropriate quality-control processes to maintain compliance with contractual requirements.
- Ensure compliance with applicable Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) requirements.
- Provide oversight of workplace and operational safety requirements and promote compliance with established safety procedures.
- Coordinate with Government representatives, company leadership, subcontractors, and other stakeholders regarding contract performance and operational requirements.
- Identify and address performance, staffing, quality, schedule, and operational risks that could affect successful contract execution.
- Provide leadership and guidance to contract personnel while maintaining appropriate staffing, performance, and accountability standards.
- Ensure contract activities support applicable Army logistics requirements and mission objectives.
- Maintain accurate contract documentation, reports, performance records, and other required deliverables.
- Perform additional program management duties as necessary to ensure successful contract performance.
Education and Experience
- Bachelor's degree in Business, Supply Chain Management, Logistics, or a closely related field.
- Minimum of 10 years of experience managing Government contracts.
- Minimum of 5 years of experience supporting or managing Army logistics operations.
- Demonstrated experience managing personnel and complex contract requirements.
Required Skills and Qualifications
- An active SECRET security clearance is required.
- Expert knowledge of FAR and DFARS requirements and Government contracting practices.
- Strong program and contract management capabilities.
- Demonstrated knowledge of quality-control principles and performance management.
- Proven leadership and personnel-management experience.
- Demonstrated ability to manage a geographically dispersed workforce.
- Strong organizational, analytical, problem-solving, and decision-making skills.
- Excellent written and verbal communication skills.
- Ability to communicate effectively with Government customers, senior leadership, employees, and other stakeholders.
Ability to manage multiple priorities while maintaining contract performance, quality, and compliance.
