ProteQ is seeking an experienced Project Manager/Site Lead to lead the Expeditionary Support Facility (ESF) in support of Naval Special Warfare's uncrewed systems (UxS) programs. The Project Manager will provide overall leadership and management of ESF operations, including personnel, logistics, training, maintenance, customer coordination, budget management, and project performance, ensuring effective execution and mission-ready support.

Responsibilities

As a valued team member, your role will encompass the following essential tasks:

  • Provide overall leadership, planning, and day-to-day management of ESF operations, including the following; develop and manage plans, schedules, budgets, forecasts, and cost controls, review invoices and financial reports, manage logistics, training, small-craft operations and maintenance, uncrewed systems operations and maintenance, and facility upkeep.
  • Supervise ESF personnel and coordinate vendors, suppliers, original equipment manufacturers, and government stakeholders.
  • Serve as the primary customer point of contact and provide regular updates on project status, performance, risks, and priorities.
  • Lead project reviews and technical discussions covering cost, schedule, technical performance, risks, and corrective actions.
  • Identify operational and project risks, develop mitigation plans, and lead issue resolution.
  • Prepare and deliver required reports, briefs, memoranda, after-action summaries, and future-planning documents.
  • Manage transportation, storage, accountability, and tracking of critical assets.
  • Ensure project quality, contract compliance, and adherence to federal, state, local, industry, and company requirements.
  • Coordinate with NAVSEA program offices, Navy Warfare Centers, OEM personnel, and NSW commands as required to meet project needs.
  • Support laboratory and field testing, including event planning, coordination, execution, data collection, analysis, evaluation, and test reporting.
  • Oversee training curriculum development and delivery, and provide ESF tours and capability briefs as directed.
  • Travel within and outside the continental United States for training, maintenance oversight, meetings, and other mission requirements.

Required Qualifications

  • Minimum of ten (10) years of progressively responsible supervisory and leadership experience.
  • Experience with U.S. Navy and/or commercial maintenance programs, including operations, maintenance, and sustainment activities.
  • Demonstrated experience developing, submitting, managing, and tracking budgets, financial forecasts, and associated cost requirements.
  • Experience preparing formal reports, presentations, and executive-level briefings.
  • Proficiency with Microsoft Office applications, including Excel and PowerPoint, as well as Microsoft 365.
  • Strong interpersonal, written, and verbal communication skills, with a demonstrated commitment to teamwork, collaboration, and transparency.
  • Self-motivated, highly organized, and capable of leading multidisciplinary teams to achieve measurable results and meet project objectives.
  • Experience supporting or managing small-craft operations.
  • Experience managing and coordinating with vendors, suppliers, and other external partners.
  • Ability to obtain and maintain an active U.S. Government Secret security clearance.

Desired Qualifications

  • Bachelor's degree or equivalent professional experience in project management.
  • Project Management Professional (PMP) or equivalent including Defense Acquisition University certifications.
  • Experience with uncrewed systems, including UUVs, USVs, or UASs.
  • Familiarity with Navy maintenance programs including; Joint Fleet Maintenance Manual, 3-M, Quality Assurance, and submarine maintence equivalentsSUBSAFE and P9290.
  • Prior experience working with military uncrewed sytems; NSW, EOD, Submarine, or USMC UxS preferred.
