Job Description:

Primary Purpose 

The Director, Government Relations Operations drives the execution of Allison Transmission’s global government relations strategy by providing operational leadership, advanced analytics, and program management across international, federal, and state advocacy efforts. This role partners closely with the Managing Director, Government Relations to advance legislative, regulatory, and political objectives through robust policy analysis, stakeholder engagement, process implementation, financial oversight, and internal alignment. 

 

Key Responsibilities 

Strategic & Operational Leadership 

  • Support and execute the enterprise-wide government relations strategy under the direction of the Managing Director. 

  • Lead the development, implementation, and continuous improvement of GR processes, workflows, and performance metrics. 

  • Provide program and project management leadership across key GR initiatives, cross-functional efforts, and leadership engagements. 

Policy Monitoring & Analytics 

  • Monitor international, federal, and state legislative and regulatory developments impacting transportation, industrial, defense, energy, and manufacturing sectors. 

  • Conduct quantitative and qualitative policy analysis, including scenario modeling and impact assessments. 

  • Prepare executive-level briefings, dashboards, and analytical reports to inform business decisions. 

Stakeholder Engagement & Advocacy Support 

  • Coordinate outreach and engagement with policymakers, legislative staff, regulatory agencies, and external stakeholders. 

  • Support strategic engagement with trade associations, coalitions, and global industry forums. 

  • Strengthen internal stakeholder alignment across business units, legal, finance, and strategy teams. 

Operations, Compliance & Financial Management 

  • Manage government relations operations, including issue tracking, stakeholder mapping, meeting preparation, and documentation. 

  • Oversee the GR budget, financial modeling for advocacy initiatives, forecasting, and variance reporting. 

  • Administer Political Action Committee (PAC) compliance, reporting, and governance requirements. 

Global Coordination 

  • Support internationally focused policy monitoring and advocacy, coordinating with global partners and overseas stakeholders. 

  • Ensure consistency and alignment across global advocacy activities, messaging, and strategic priorities. 

 

Qualifications 

  • Bachelor’s degree required; JD preferred. 

  • Experience working on congressional staff, in a lobbying environment, or in a public policy role preferred.

  • 7+ years of industry experience preferred. 

  • Strong knowledge of federal, state, and local lobbying regulations preferred.

  • Excellent written and verbal communication skills, with the ability to translate complex policy issues into clear executive summaries. 

  • Financial acumen, including modeling, forecasting, and budget oversight. 

 

Experience 

  • Experience or interest developing, supporting, or executing a legislative or public policy agenda. 

  • Exposure to transportation, manufacturing, defense, energy, industrial, or trade policy issues. 

  • Ability to synthesize complex policy information into actionable insights and executive-ready materials. 

  • Demonstrated experience in stakeholder engagement, coalition management, and advocacy coordination. 

  • Proven track record of building or improving processes, project management, and operational execution. 

  • Strong analytical, organizational, and compliance skills. 

  • High level of proficiency in Microsoft office applications – including PowerPoint, Excel, Word, Outlook and Teams. 

 

Travel 

  • Travel required to Washington, DC, and additional domestic and international jurisdictions where Allison Transmission engages in lobbying, coalition activity, or stakeholder outreach.
