Additionally, candidates must undergo a Level II background screening, as the position involves support for an external agency that requires this step. Any job offer is contingent upon successfully passing all required background screenings. The Level II background screening in Florida includes a comprehensive criminal history check, which entails a fingerprint-based search of state, federal, and national databases. General Description The role of the Workforce Services Representative involves providing recruiting, interviewing, assessment, referral, and job-matching services to a diverse group of clients. This position requires interpreting customer skills to determine and recommend appropriate vocational objectives. As this role interacts with the general-public, it is considered a position of special trust. The specific duties include the following: ESSENTIAL DUTIES AND RESPONSIBILITIES: Conduct outreach activities by actively traveling to job sites using the Mobile Access Point vehicle. Maintain the vehicle in an impeccable and presentable condition at all times. Assists customers for entry into employment by providing employment opportunity information, resume critique, resume writing, interviewing skills, training opportunities and career planning. Reviews applications for completeness and evaluates work history, education, job skills, as they relate to an individual being job ready. Creates and utilizes the Individual Development Plan (EDP) to lead customers in the appropriate direction for sustained employment and refers customer to partners and community resources. Informs customers of job requirements, customer and employer’s rights and responsibilities, and makes follow-up calls for employment verification. Assists customers with job search:  internet usage, completing on-line applications and posting resumes and refers jobseekers to appropriate job openings. Work with jobseekers with barriers to employment (Ex-Offenders, MSFW, Youth, Disability) by providing knowledge and expertise along with follow-up resulting in suitable employment. Responsible for obtaining customer identification to include accurately categorizing the job seeker into the appropriate customer tracking spreadsheet. Create opportunities for individuals at all skill levels and levels of experience by providing customers labor market information, job driven information, hiring trends and wage data as needed while offering customers the opportunity to receive both skill-development and job matching services. Conducts follow-up activities pursuant to the pre-employment criteria, maintaining and documenting all activities in the State Employment System. Annotates case notes in the customer profile in the State Employment System.  Conducts one-on-one interviews with Reemployment Assistance customers. Monitors job listings by reviewing job requirements, duties and conditions of employment for matching to customers’ background and experience.  Coordinates and participates in job fairs/recruitments, in or out of center, as required. Provides employment-related training and guidance to incarcerated individuals, equipping them with skills for successful reintegration and workforce readiness. ADDITIONAL DUTIES AND RESPONSBILITIES: Performs front desk activities by proactively greeting customers and providing an orientation on the One Stop System. Assists customers in any other area deemed necessary. Provides mentoring to new hire staff members. Participates in partner activities as necessary. Performs other duties and responsibilities as assigned. Qualifications and Education Requirements: MINIMUM QUALIFICATIONS: KNOWLEDGE SKILLS AND ABILITIES: Ability to work independently by planning, organizing and coordinating work assignments. Case Management experience; ability to engage and maintain positive customer relationships. Ability to work effectively in a team environment; maintains a professional working relationship with management, co-workers and general-public. Proficient in the application of Microsoft Word, Excel, Outlook and other applications. Ability to maintain strict confidentiality when exposed to sensitive information/issues. Ability to communicate effectively, both verbally and in writing and ability to listen effectively. Ability to manage email and telephone activity efficiently and courteously. Ability to assess a job seeker and create a career pathway by research, program knowledge and critical thinking. Ability to drive company vehicle car/van. Excellent driving history is required to include no points within prior 24 months. EDUCATION/EXPERIENCE: Bachelor’s degree from an accredited college or university preferred.  Two (2) years of experience in career development or related experience required.  Professional or nonprofessional experience may substitute on a year-for-year basis for the preferred college education.  OTHER JOB-RELATED REQUIREMENTS: Florida Workforce Professional Tier 1 mandatory within one-year (12) months of date of hire.   Participates in 15 hours of continuing education annual to maintain Workforce Professional Certification. Compliance with the Health Insurance Portability and Accountability Act (HIPPA). Compliance with workplace safety to prevent on-the-job injuries by adhering to First Cost Workforce Development policy. Regional travel required in company provided vehicle or POV.  Valid driver’s license with good driving record. WORK ENVIRONMENT/PHYSICAL DEMANDS: Working indoors and frequent vehicular travel encountered. Prolonged period of sitting at a desk and working on a computer. Must be able to lift and/or move 10 pounds, frequently lifts and/or move 25 pounds and occasionally lift and/or move up to 50 pounds.
