BA Global Talent is seeking a highly experienced On-Site Program Manager to support strategic public health initiatives at the Florida Department of Health, Bureau of Tobacco Free Florida. This role will lead large-scale health systems change efforts, supporting tobacco cessation programs and related technology solutions, including systems such as the Tobacco Free Florida AHEC Cessation Tracker, E-referral platforms, and Quitline services. The selected professional will work closely with healthcare providers, government agencies, and key stakeholders to drive statewide impact.

Responsibilities:

  • Lead the development and execution of statewide tobacco cessation program strategies

  • Collaborate with healthcare systems (hospitals, FQHCs, provider groups, health plans) to drive systems change

  • Coordinate with local, state, and federal stakeholders to align public health initiatives

  • Facilitate partnerships with organizations such as Centers for Disease Control and Prevention and Health Resources and Services Administration

  • Oversee implementation of health IT solutions, including EHR integrations and e-referral systems

  • Conduct regular stakeholder meetings, including in-person sessions across Florida

  • Analyze and report on healthcare trends, policy changes, and program performance

  • Support training, mentoring, and development of public health staff

  • Ensure alignment between evaluation findings and system-level improvements

Qualifications:

  • 25+ years working with healthcare systems and providers

  • 20+ years coordinating with local, state, and federal organizations

  • 15+ years in program development, partnerships, and systems change

  • 10+ years in healthcare program/project management and strategic planning

  • 10+ years working with health IT systems and solutions

  • 3+ years of experience with tobacco cessation programs

  • Technical & Functional Expertise:

    • Deep understanding of healthcare systems (hospitals, FQHCs, ACOs, insurers)

    • Experience with EHR systems such as Epic, Cerner, or Athenahealth

    • Strong knowledge of public health policy and healthcare trends

    • Ability to travel: Required for in-state stakeholder meetings and program coordination

    • Experience integrating evaluation data into program strategy

  • Leadership & Communication:

    • Proven ability to lead enterprise-level initiatives and cross-functional teams

    • Strong stakeholder management across government and healthcare sectors

    • Excellent written and verbal communication skills
