Job Description

Summary/Objective

The Site Maintenance Manager (SMM) is responsible for C-130J MATS site level maintenance support and has overall site-level responsibility for the operation and maintenance of simulators located at Little Rock AFB.  The SMM supervises and manages personnel assigned to meet preventive and corrective (organizational, intermediate and depot) maintenance requirements; operational requirements; and hardware/software/data configuration requirements of assigned aircrew training devices.  The SMM ensures the availability of training devices as necessary to meet training requirements; prepares reports and maintains records to support site reporting requirements of the contract; is responsible for safety, security, spaces, and all Government furnished equipment and materials used by C-130J MATS program personnel at the site; acts as the principal liaison between the Government’s Representative, CLS Manager, and the TSSC.  The SMM ensures all work performed by C-130J MATS CLS personnel is accomplished in accordance with program instructions, standards, and procedures.  Ensures maintenance not covered by the aforementioned data is governed by vendor/commercial data or applicable C-130J MATS directives as contained in program Work Instructions (WIs). The SMM supervises C-130J MATS maintenance technicians and other additional staff in maintaining the operational readiness of the assigned training devices.

  • Inform Government and CLS/Program Managers of trainer availability, preventative and corrective maintenance actions, etc.
  • Coordinate,utilize, revise, and enforce the C-130J MATS Quality Control Plan.
  • Schedule operation and maintenance shifts and personnel assignments.
  • Ensure implementation and adherence of C-130J MATS Policies, Procedures andWIs. 
  • Establish and adhere toadequate safety and security standards.
  • Perform site administrative duties.
  • Enforce procedures for security of classified material and site access.
  • Accountable for proper supply and materials logistic support.
  • Supervision and direction of site work efforts of assigned C-130J MATS maintenance technicians in performing organizational, intermediate,preventiveand corrective maintenance
  • Ensures assigned training devices are operational in accordanceincompliance with the program Performance Work Statement (PWS) and contract.
  • Determineson-site or off-sitecomponentrepair actions.  
  • Responsible for program support materials through ordering materials, replacementpartsand spares inventory management.
  • The SMM will assume accountability of all government and companyfurnishedequipment and materials and perform periodic inventories as specified by the PWS.
  • Manage simulator spare parts,repairables, consumables, and support equipmentlogistics, ensuring adequate inventory levels, proper storage, accountability, andtimelyavailability of partsrequiredto support C-130J simulator maintenance and operational availability.
  • Coordinate parts requisitioning, shipment, receipt, repair/return, and replenishment activitieswith supply chain, OEMs, vendors, and program stakeholders; track critical or long-lead items and proactively resolve material shortages that couldimpactsimulator readiness.
  • Maintain parts accountability andlogisticsrecords, including inventory accuracy, serialized/component tracking, shelf-life controls, configuration applicability, and disposition of unserviceable or obsolete material; conduct periodic inventories and support auditsin accordance withcontractual and company requirements.
  • Ensures that necessary program technical data is available and current. 
  • Provides training device availability,requiredmaintenance actions, and overall maintenance status to program management, governmentpersonneland the CLS Manager.
  • Prepares reports andmaintainsrecords to support requirements of the C-130J MATS contract.  
  • Enforce all procedures for the safeguard and security of classified material and site access.
  • Monitors and tracks the repair status of inoperative equipment and document maintenance activities utilizingthelogisticsmanagement database system. (Documenting maintenance activities includes but is not limited to work order generation and updates, repair action documentation, issuing, returning, and adjusting inventory, insuring inventory records are up to date andaccurate, and other material control duties as assigned
  • Works with TSSC Contractor Engineering toassistin trainer non-standard situations.

Required skills and abilities to effectively perform this position include, but are not limited to:

  • Must have the ability to read, analyze, and interpret the most complex word and technical documents/diagrams.  Will berequiredto respond effectively to sensitive inquiries and complaints.  
  • Must be able to generate effective oral and written presentations and proposals on complex subjects.  
  • Supply conversation and management, report and evaluation writing, office management, and training device management.
  • Must be able to calculate figures and amounts, prices, commissions, and percentages, and to draw and interpret graphs.
  • Must be able to define problems, collect data,establishfacts, and draw valid conclusions. 
  • Ability to interpret complex customer requirements and attitudes from verbal, non-verbal, and written communication is desirable. 
  • Ability to read and understand electrical schematics and drawings.

Education and Experience

  • Bachelorsdegreein a technical field (or equivalent experience)with 3-8 years of relative experiencewith military or equivalent commercial flight simulator/device including at least 2 years of supervisory experience.
  • Mustpossessknowledge inwork flowprocesses, counseling procedures, simulator operations, crew schedules, Quality Assurance, safety, security, and base operating procedures.
  • Must have experience/knowledge of complex training devices and/or mainframe computers and visual display systems. 
  • This position requires strong maintenance tasking and direction skills coupled with analytical skillsin order toschedule work assignments and maintainwork flowcontinuity across a wide range of training devices that are in various stages of training operations, inspections, modifications,evaluationsand repair.

Supervisory Responsibility

This position will supervise site maintenance technician employees. This responsibility includes scheduling personnel, managing labor and material expenditures. Attend meetings, manage delivery schedules and coordinate maintenance activities. Ensure a safe and secure work environment is established and maintained.

Work Environment, Programs, and Tools 
This position operates in a closed office environment. This role routinely uses standard office equipment such as computers, phones, and printer/scanner/fax. Will be working in areas with risk of electrical shock from moving mechanical parts driven by hydraulics under high pressure. Will at times be exposed to the following conditions: extreme heat, airborne particles, loud noises. Must be able to lift at least 40 pounds over head. Must be able to walk and/or climb stairs and ladder into a simulator or airplane cockpit. Must be able to stoop, bend, and crawl on top or under the device. Must be able to detect odors or hear noises, bangs, etc., or other sounds to detect problems or flaws in the functioning of simulators and its surrounding environment.

Must be able to distinguish colors. Must have proficiency in Microsoft Office Suite.

Position Type/Expected Hours of Work 
This position will be on site at Little Rock, AR and will require adherence to the Government site hours of operation. This position is a full-time salaried position, expected to work 80 hours a payroll period. This position may require evening/weekend work and work outside of the Government site hours of operations when Program support is needed.

Travel 
Must be willing and able to travel approximately 10% of the year to the C-130J sites as needed. Domestic and International travel may be required.

Security Clearance 
Secret Clearance is required or the ability to obtain one.
