About the Role:

The Civil Engineer will support the U.S. Army Corps of Engineers (USACE) READI contract by leading infrastructure assessments, repair evaluations, and reconstruction design efforts for facilities and infrastructure impacted by disasters, emergencies, and other disruptive events. This role provides civil engineering expertise for emergency response, infrastructure recovery, resiliency planning, and reconstruction projects in accordance with federal standards, engineering best practices, and USACE requirements.

The Civil Engineer will evaluate damaged infrastructure systems, develop repair and reconstruction solutions, prepare engineering designs and technical documentation, and support construction activities associated with emergency stabilization and long-term recovery operations. The position requires collaboration with multidisciplinary engineering teams, contractors, project managers, regulatory agencies, and government stakeholders to ensure safe, resilient, and cost-effective infrastructure solutions.

Minimum Qualifications:

  • Bachelor’s degree in Civil Engineering or a related engineering discipline from an accredited institution.
  • Licensed Professional Engineer (PE) in Civil Engineering.
  • Professional experience supporting infrastructure assessment, design, construction, rehabilitation, or reconstruction projects.
  • Proficiency in engineering design and drafting software including AutoCAD, MicroStation, Civil 3D, or equivalent applications.
  • Experience with transportation systems, site development, stormwater infrastructure, sanitary sewer systems, utility infrastructure, or related civil works projects.
  • Strong knowledge of civil engineering principles, construction methods, structural evaluation techniques, and infrastructure rehabilitation practices.
  • Excellent written and verbal communication skills with the ability to coordinate with multidisciplinary teams and federal stakeholders.

Preferred Qualifications:

  • Master’s degree in Civil Engineering or a related specialization.
  • Experience supporting USACE, FEMA, DoD, DOT, or other federal infrastructure and disaster recovery programs.
  • Experience conducting post-disaster infrastructure assessments and damage evaluations.
  • Familiarity with hydraulic and hydrologic analysis, stormwater management, and resilient infrastructure design.
  • Project Management Professional (PMP) certification or equivalent project management experience.
  • Experience supporting Design-Build projects and large-scale infrastructure reconstruction programs.

Responsibilities:

  • Lead infrastructure assessments, damage evaluations, and engineering analyses supporting emergency response and disaster recovery operations.
  • Develop repair, rehabilitation, and reconstruction designs for transportation systems, utility infrastructure, drainage systems, and related civil works facilities.
  • Prepare engineering drawings, technical specifications, cost estimates, calculations, and construction documentation in accordance with USACE standards and project requirements.
  • Conduct site investigations, field inspections, and condition assessments to evaluate infrastructure performance and identify repair requirements.
  • Coordinate with architects, structural engineers, environmental specialists, contractors, and project managers to develop integrated infrastructure solutions.
  • Review contractor submittals, construction activities, and project deliverables to ensure compliance with approved designs, quality standards, and regulatory requirements.
  • Support project scheduling, budgeting, risk management, and construction coordination activities.
  • Collaborate with federal, state, and local agencies to support permitting, compliance, and infrastructure recovery initiatives.
  • Participate in emergency response support activities and post-disaster infrastructure evaluations as required.
  • Maintain current knowledge of engineering standards, resiliency practices, and federal infrastructure requirements applicable to recovery operations.

The ideal candidate must possess strong civil engineering expertise in infrastructure assessment, design, rehabilitation, and reconstruction to support emergency response and disaster recovery operations. Proficiency in AutoCAD, MicroStation, Civil 3D, and related engineering software is essential for preparing engineering drawings, technical plans, and construction documentation. Experience with transportation systems, stormwater infrastructure, utility networks, sanitary sewer systems, and site development projects is required to support a broad range of recovery and reconstruction activities. The candidate should demonstrate strong analytical and problem-solving skills to evaluate damaged infrastructure, develop practical repair solutions, and ensure compliance with applicable engineering standards. Knowledge of construction management principles, infrastructure resiliency practices, and federal regulatory requirements is highly desirable. Excellent written and verbal communication skills are necessary for preparing technical reports, coordinating multidisciplinary teams, and supporting engagement with government agencies and stakeholders. The ability to conduct field assessments, support emergency operations, and adapt to dynamic recovery environments is essential for successful performance under the USACE READI contract.
