Mauch Chunk Trust Company is seeking an experienced Loan Compliance Officer to support regulatory compliance across our consumer and commercial lending operations.

Reporting to the Chief Credit Officer, this position develops, administers, and monitors the Bank's lending compliance program. The Loan Compliance Officer conducts reviews of internal processes and procedures, advises business partners on regulatory requirements, monitors changes in lending laws, and reports findings and recommendations to management.

The successful candidate will bring strong knowledge of lending regulations, careful attention to detail, sound judgment, and the ability to translate complex requirements into practical policies, procedures, and training.

Key Responsibilities

  • Develop, administer, and monitor a program designed to ensure compliance with laws, regulations, and rules governing loan origination and servicing.
  • Maintain current knowledge of federal and state lending regulations, including applicable Bank Secrecy Act, anti-money laundering, and OFAC requirements.
  • Monitor regulatory developments and provide senior management with timely analysis and practical guidance regarding their impact.
  • Work with department managers to recommend and implement policy and procedural changes that support ongoing compliance.
  • Serve as an internal subject-matter expert by researching compliance questions and providing clear recommendations and solutions.
  • Conduct or assist with compliance reviews covering mortgage, consumer, and commercial lending, as well as collections, marketing, and website activities.
  • Review pre- and post-origination loan files, track missing or outstanding documentation, and report aged items to management.
  • Manage the annual Home Mortgage Disclosure Act reporting process, including data transfers, accuracy reviews, Loan Application Register reviews, data scrubbing, and submission.
  • Complete annual Community Reinvestment Act reporting and support ongoing efforts to identify loans that qualify for community development designation.
  • Conduct regular fair lending risk assessments and quarterly evaluations of lending policy exception activity.
  • Review flood insurance policies quarterly and assess individual policies for adequate coverage on an ongoing basis.
  • Develop and deliver regulatory and compliance training for Loan Department employees.
  • Prepare clear, accurate compliance reports for senior management and the Board of Directors.
  • Coordinate preparations for regulatory examinations and internal audits, including reports, responses, and the organization of paper and digital records.
  • Administer Nationwide Multistate Licensing System requirements and report staffing changes, including new hires and terminations.
  • Comply with all corporate policies, procedures, and applicable federal regulations.
  • Provide compliance support for special projects and perform other related duties as assigned by the Chief Credit Officer.

Qualifications

  • Bachelor's degree or an equivalent combination of education and relevant experience.
  • Five or more years of regulatory experience involving loan documentation, processing, operations, or lending.
  • Three to five years of loan compliance experience.
  • Strong working knowledge of the lending lifecycle, lending laws and regulations, credit practices, and risk assessment.
  • Experience establishing, maintaining, and administering compliance policies and procedures.
  • Proficiency with Microsoft Word, Excel, and Outlook.
  • Excellent analytical, research, organizational, and written communication skills.
  • Strong interpersonal skills and the ability to build productive working relationships across departments and Bank locations.
  • Ability to interpret regulatory requirements, identify compliance risks, and communicate practical recommendations.
  • High degree of accuracy, discretion, professionalism, and attention to detail.

Preferred Qualifications

  • Working knowledge of the Truth in Lending Act, Real Estate Settlement Procedures Act, Equal Credit Opportunity Act, Fair Credit Reporting Act, Home Mortgage Disclosure Act, and related lending regulations.
  • Experience with loan documentation and origination platforms such as LaserPro and MortgageBot.
  • Experience with compliance management software such as Ncontracts.
