Come join our TEAM at NET Trans.  First Tennessee Human Resource Agency (FTHRA) Transportation Program (NET Trans) is hiring a Full-Time Grants & Compliance Manager responsible for federal and state funding compliance requirements including but not limited to financial, procurement, capital assets, reporting, coordinating with 3 local MPOs, etc. 


POSITION TITLE:                  Grants & Compliance Manager

REPORTS TO:                       Director of Transportation

 

JOB SUMMARY: Employee in this class is under general direction, with authority to make routine decisions regarding day­ to-day oversight of the transit system's administrative and operational divisions. Responsible for federal and state compliance requirements including but not limited to, financial, procurement, capital assets, reporting, etc. Responsible for all aspects of federal grants management including coordinating with all 3 local MPOs. Focus will be in the areas of resource management and efficiency, strategic planning, process improvement, quality service delivery and customer service, administrative functions, public relations and outreach.

 

DUTIES AND RESPONSIBILITIES:

 

  • Assists Director with operation of all transportation programs, makes recommendations on program's strategic planning. Assists in the formation of policies and procedures. Submits federal and state grants according to the guidelines of the grant process.
  • Responsible for contract management, coordinating grant programs, and assisting with purchasing/compliance issues.
  • Responsible for reviewing, interpreting, and applying federal/state regulations, contract and grant requirements, applicable laws and FTHRA Personnel Rules and Regulations. This includes Transit Asset Management (TAM), National Transit Database Reporting (NTD), Public Transit Agency Safety Plan (PTASP), Civil Rights, American Disability Act (ADA), Disadvantaged Business Enterprise (DBE), etc.
  • Develops outreach program for current transportation services and mobility options through, public speaking and presentations, development of outreach materials and a marketing plan, managing website and social media content. The target audiences will include the general public, regional municipalities and private sector companies. 
  • Communicates and interacts with clients, outside service agencies/organizations, and other program and Agency personnel. This includes public outreach such as attending public meetings, engaging riders in travel training and conducting rider/employee satisfaction surveys, etc. Must represent the agency with the highest standards, including effective and appropriate communication with other agencies and the public.
  • Attends training sessions and conferences to ensure adequate knowledge of the transit industry and any changing requirement. This will require overnight travel at times.
  • Educates the public on the transportation services available, working directly with the elderly and disabled and/or facilities/agencies that are directly involved with such passengers to identify the barriers that prevent utilization of the public transit system and provide solutions which enable self-sufficiency. This will include meeting individually with customers to assess their current situation and connecting them with resources, when necessary.
  • Abides by FTHRA Personnel Rules and Regulations as may be amended from time to time.

SKILLS & REQUIREMENTS:

  1. Bachelor’s degree required - preferred degrees include: Business Administration, City/Public Management, Communication, Public Finance or Transportation Management.
  2. Three to five years in a professional work environment with demonstrated increasing responsibility in the area of management and/or supervisory experience preferred.
  3. Prior work experience in public or private transportation strongly desired.
  4. Effective oral and written communication skills; and demonstrated ability to communicate with a diverse employee and client base.
  5. Strong computer skills and proficient in Microsoft Office suite products (Word, Excel, Outlook, etc.) mandatory. Ability to utilize new technological advances related to the industry.
  6. Available after hours and weekends for public outreach.
  7. Work well in a team environment, but is a self-starter.
  8. Must pass DOT and/or TNDFW drug and alcohol screenings as allowed by agency policy.
