The Contracts Administrator provides mid-level expertise in contract management, negotiation, and administration. This role supports proposal development, contract execution, and performance monitoring while ensuring compliance with organizational policies and applicable regulations.

This is a single-opening position that may be filled at any of the three office locations: Johnstown, PA, Linthicum, MD, or Crystal City, VA


Key Responsibilities:

  • Proposal and Solicitation Support:
    • Reviews solicitation requirements for completeness and compliance, identifying items of concern (e.g., OCI, warranties, Past Performance) and escalating issues as needed.
    • Assists in responding to Requests for Proposals (RFPs) and Requests for Quotations (RFQs).
    • Supports proposal kickoff meetings by providing input on contractual and cost-related matters.
    • Collaborates with business analysts, program managers, and procurement teams to ensure accurate and compliant proposal submissions.
    • Provides input into cost narratives and financial documentation to support proposal submissions.
  • Contract Negotiation:
    • Participates in the negotiation of contract terms to ensure alignment with organizational objectives.
    • Assists in the execution of standard teaming agreements and confidentiality agreements.
  • Contract Administration:
    • Administers contracts in accordance with organizational policies and compliance requirements.
    • Monitors contractor performance for adherence to terms and conditions, escalating issues as necessary.
    • Supports the resolution of disputes that may arise during contract performance.
    • Assists in the closeout of assigned contract transactions.
  • Operational Support:
    • Organizes and maintains contract files, databases, and related documentation.
    • Assists with the receipt and dissemination of deliverables, ensuring compliance with contractual requirements.
    • Submits required documentation for Government consent and/or advance notification packages.
  • Financial Support:
    • Applies procurement policies and procedures to ensure proper funding allocation for direct projects.
    • Collaborates with business analysts and program/project management to resolve funding and invoice matters.

Required Qualifications:

  • Bachelor’s degree in Business, Contract Management, or related academic field and 2+ years of experience.
  • Experience in contract administration, negotiation, and compliance, with a focus on government contracting.
  • Knowledge of federal acquisition regulations (FAR/DFARS) and other applicable regulations.
  • Proficiency in contract management systems and basic financial analysis tools.
  • Strong communication, organizational, and problem-solving skills, with the ability to work collaboratively across teams.

Preferred Qualifications:

  • Professional certifications such as Certified Federal Contracts Manager (CFCM) or Certified Professional Contracts Manager (CPCM).
  • Familiarity with contract management systems (e.g., Costpoint).
  • Experience supporting proposal development and contract negotiations in a government contracting environment.
  • Knowledge of emerging technologies in contract management, such as automated tools or analytics platforms.
