JOB TITLE: Office & HR Manager (Full-Time)

SUMMARY

The Office & Human Resources Manager is responsible for overseeing the administrative and human resources functions of the Parks & Recreation Department. This position manages day-to-day office operations, employee onboarding and personnel records, benefits administration, recruitment support, risk management documentation, and customer service functions. The Office & HR Manager serves as a key resource for employees, supervisors, and the public, ensuring compliance with employment laws, organizational policies, and department procedures while supporting the department's mission of providing high-quality recreational programs, parks, and community services.


EDUCATION AND/OR EXPERIENCE:

Minimum Qualifications

  • Associate's or Bachelor's degree in Human Resources, Business Administration, Public Administration, Accounting, Finance, Office Management, or a related field; or an equivalent combination of education and three (3) to five (5) years of progressively responsible experience in human resources, office management, payroll administration, or administrative operations.
  • Experience utilizing Human Resource Information Systems (HRIS), payroll platforms, records management systems, and other business software applications.
  • Knowledge of payroll processing, timekeeping systems, employee records management, benefits administration, and related reporting functions.

Preferred Qualifications

  • Professional Human Resources certification such as SHRM-CP, SHRM-SCP, PHR, SPHR, or an equivalent credential.
  • Experience processing payroll, including timekeeping, leave administration, wage calculations, tax withholdings, and payroll reporting.
  • Experience working in local government, parks and recreation, public administration, or another highly regulated environment.


Knowledge, Skills & Abilities

  • Thorough knowledge of human resources principles and practices, employment laws and regulations, payroll administration, employee benefits, records management, and office administration.
  • Knowledge of budgeting, purchasing, financial recordkeeping, and customer service principles.
  • Strong organizational, project management, analytical, and problem-solving skills with the ability to manage multiple priorities and deadlines.
  • Excellent verbal and written communication skills, including the ability to prepare reports, correspondence, and other administrative documents.
  • Proficiency in Human Resource Information Systems (HRIS), payroll and timekeeping systems, records management systems, online recruitment platforms, and Microsoft Office applications, including Outlook, Word, Excel, and SharePoint.
  • Ability to maintain the confidentiality of sensitive personnel, payroll, and organizational information while exercising sound judgment and discretion.
  • Ability to interpret and apply policies, procedures, employment regulations, and administrative requirements.
  • Ability to establish and maintain effective working relationships with employees, supervisors, elected officials, vendors, volunteers, and members of the public while providing exceptional customer service.
  • Ability to adapt to changing priorities, work independently, and contribute effectively in a collaborative team environment.

Additional Requirements

  • Valid driver's license.
  • Ability to successfully pass a background check.
  • Availability to attend occasional evening or weekend meetings, training sessions, events, and community programs as required.
  • Commitment to ongoing professional development and continuing education.


ESSENTIAL DUITES AND REPONSIBILITES include the following:

  • Manage the daily administrative operations of the Parks & Recreation Department, ensuring efficient office procedures, recordkeeping, and customer service.
  • Coordinate all aspects of the employee lifecycle, including recruitment, hiring, onboarding, orientation, performance management support, employee development, and offboarding for full-time, part-time, seasonal, volunteer, and temporary personnel.
  • Administer payroll, timekeeping, benefits, leave management, HRIS systems, personnel records, and related reporting while ensuring accuracy, confidentiality, and compliance with applicable employment laws and organizational policies.
  • Serve as the primary resource for employees and supervisors regarding personnel policies, benefits, training requirements, certifications, compliance documentation, and employment-related matters.
  • Maintain personnel files, background checks, licenses, certifications, training records, and other employment documentation in accordance with regulatory and organizational requirements.
  • Assist with employee relations matters, including performance evaluations, disciplinary documentation, workers' compensation claims, unemployment claims, incident reporting, and risk management activities.
  • Prepare and maintain employment-related reports, correspondence, contracts, board materials, departmental reports, and other administrative documentation.
  • Support departmental financial operations through purchasing, invoice processing, accounts payable coordination, budget tracking, and financial recordkeeping.
  • Coordinate with payroll providers, benefit vendors, insurance representatives, auditors, regulatory agencies, and other external partners.
  • Develop, implement, and recommend improvements to administrative and human resources policies, procedures, workflows, and employee handbook materials to enhance operational efficiency and customer service.
  • Provide administrative support for departmental programs, facility rentals, reservations, meetings, strategic planning initiatives, special projects, and community events.
  • Supervise administrative support staff as assigned and attend meetings, training sessions, and special events as required.
  • Perform other related duties as assigned.

  • Communicate effectively both verbally and in writing, and establish positive working relationships with employees, volunteers, vendors, elected officials, and the public.
  • Interpret, apply, and ensure compliance with organizational policies, procedures, employment regulations, and administrative requirements.
  • Effectively manage multiple projects, priorities, deadlines, and interruptions in a fast-paced environment while maintaining accuracy and attention to detail.
  • Operate standard office equipment and business software applications and be available to attend occasional evening, weekend, or special event activities as required.

Physical Requirements

  • Ability to remain in a stationary position for extended periods while performing administrative and computer-based work.
  • Ability to frequently operate a computer, keyboard, calculator, telephone, and other standard office equipment.

  • Ability to occasionally lift, carry, push, or pull materials and equipment weighing up to 25 pounds and to bend, stoop, kneel, reach, and access files and materials stored in cabinets or shelving.

Visual and Cognitive Requirements

  • Ability to read, analyze, prepare, and review reports, spreadsheets, correspondence, and other written materials.
  • Ability to maintain concentration, accuracy, and productivity while managing multiple priorities, deadlines, and interruptions in a fast-paced environment.

Work Environment

  • Work is primarily performed in an office setting with frequent interaction with employees, supervisors, volunteers, vendors, elected officials, and members of the public.
  • Position requires movement throughout administrative offices, parks, recreation facilities, and event locations, as well as occasional travel between work sites for meetings, training, inspections, and special events.
  • Occasional exposure to outdoor weather conditions may occur while attending community events, visiting facilities, or supporting departmental operations.
