Job Description

 

IHI Power Services Corp. (IPSC) has a career opportunity for a Compliance Supervisor located at our Mid-Georgia Cogen Plant in Kathleen, GA. This position is a great opportunity for a motivated person who has the attitude and aptitude to forge a career path in a stable industry.

 

Job Summary

 

The Compliance Supervisor will lead the EH&S and NERC compliance programs for Mid-Georgia Cogen (MGC) generation facility by developing, establishing, implementing, reviewing, and revising programs and policies as required.

 

The Compliance Supervisor will apply developed subject matter knowledge to solve unique and complex issues within established guidelines and recommend appropriate solutions or alternatives. Compliance Supervisor will provide guidance and direction to plant personnel in achieving compliance with all applicable regulatory obligations and corporate management/governance controls.

As appropriate, the Compliance Supervisor will act as a team member or project manager providing direction to team activities and help facilitate team decision-making processes.

 

Job Functions

 

Develop, implement, maintain, revise, and manage the Company’s EHS/NERC policies and procedures, including leading personnel in maintaining accurate data/documents in the Compliance Management Systems. Programs include, but are not limited to:

    1. Title V Air Permit
    2. National Pollutant Discharge Elimination Standards
    3. Wastewater Permit
    4. EPA Storm Water Management
    5. Spill Prevention Control and Countermeasures Plan
    6. Facility Response Plan / Integrated Contingency Plan
    7. NERC Operations and Planning Reliability Standards
    8. All applicable OSHA and consensus standards, including NFPA 70E, General Industry (29 CFR 1910 (including Process Safety Management), Construction (29 CFR 1926), and Recordkeeping (29 CFR 1904)
    9. EPA Hazardous Waste Regulations
  • Produce, review, and submit required regulatory reporting for the sites

 

  • Act as the site’s liaison to regulatory agencies, ensuring a positive, collaborative, and responsive relationship is maintained.
  • Act as SME for the site’s Continuous Emissions Monitor Data Acquisition and Handling System. Act as lead interface to the OEM. Generate required reports, assure data accuracy, work with OEM to make corrections as required and ensure timely submittals of required reports.
  • Assist in establishing site goals and objectives and implement policies, programs, and procedures to ensure consistent application of the Company’s EHS/NERC compliance mission.
  • “Hands on” assistance to operating personnel assuring EHS/NERC compliance and assisting the site in physical and process improvements that can reduce compliance risks while minimizing operating expenses.
  • Conduct or participate in incident and near miss event investigations using root cause analysis methodology. Contribute to corrective action development, implementation, and tracking.
  • Lead and / or participate in site regulatory and internal audits as required.
  • Keep abreast of new and changing regulatory requirements as they relate to EHS/NERC compliance at the site.
  • Support off hours, nights and weekends, evolutions such as outages or emergency response as required.

 

 

Education and Experience – An equivalent combination of education, training and experience will be considered.

 

  • Bachelor’s degree in Compliance, Environmental Sciences, Engineering, or related field. 5 years’ experience in the Compliance or EHS field particularly related to the Clean Air Act related programs specific to power generation.
  • Specialized regulatory knowledge and experience with Clean Air Act programs and general regulatory knowledge in other disciplines (e.g., CWA, EPCRA, CERCLA, RCRA, DPCC)
  • Working knowledge of the North American Electric Reliability Corporations Operation & Planning standards.
  • Strong verbal and written communication skills with the ability to communicate at all levels within a corporate organization.
  • Ability to perform and manage multiple tasks and issues simultaneously and perform assigned responsibilities at a high level in a fast-paced, often changing environment.
  • Demonstrated leadership skills with an emphasis on driving for results and strategic thinking and planning.
  • Effective team player with a record of consensus building with internal/external parties.

  • Able to perform physical requirements of the position including climbing ladders, stairs, and must be able to perform comprehensive site inspections.
  • Must know the hazards involved and the safety precautions to be practiced in the operation and maintenance of power plant equipment and machinery.

Work within and ensure strict adherence to all safety practices and procedures.

  • Must be able to respond to audio alarms and variations of sound.
  • Basic data entry/computer skills
  • Work as a team. Must be able to pool our knowledge and energy to work in tandem to completely understand and productively respond to all the business challenges.

 

 

Work Environment – Environmental or atmospheric conditions commonly associated with the performance of this job's functions.

 

  • Protective equipment such as hard hats, safety glasses, air masks, ear protection and other equipment must be worn in the performance of some duties. Work with hazardous materials may be required.
  • Requires working extended hours with weekend and holiday work as required by schedules, workload, and plant conditions. On call status (day and night) may be required.
  • Includes working indoors and outdoors.

  • Physical requirements include possibility of working on feet for extensive periods, requiring stair and ladder climbing; and routinely lifting 50 pounds.

  • Must be able to work in elevated areas, confined spaces and in extreme heat and cold conditions.
