Are you an experienced water professional ready to lead a high‑performing team and steward one of the City’s most critical public infrastructure systems? The City of Keizer is seeking a knowledgeable, collaborative, and forward‑thinking Water Division Manager to oversee the operation, maintenance, and long‑term planning of our municipal water production and distribution systems.

 

This position offers the opportunity to lead essential water programs, guide strategic initiatives, and support a dedicated team that keeps Keizer’s water safe, reliable, and sustainable.



About the Role

Reporting to the Public Works Director, the Water Division Manager ensures the integrity, efficiency, and regulatory compliance of the City’s water source, treatment, and distribution systems. This position serves as the Direct Responsible Charge (DRC) for Keizer’s municipal water system and is responsible for major division programs including:

 

  • Water System Master Plan, Water Management Plan, Emergency Operations Plan (Water), and Wellhead Protection Plan
  • Water production, treatment, storage, and distribution operations
  • Water quality, sampling, and EPA/OHA compliance
  • Asset management, system maintenance, and telemetry programs
  • Customer service response related to water quality inquiries and complaints
  • Regulatory reporting and groundwater permit compliance
  • Public outreach, annual Consumer Confidence Report development, and representation on regional water‑related committees

 

This position also leads financial planning for the Water Fund, oversees capital project coordination, and directs staff engaged in water system operations and maintenance.

  • Ability to lead, mentor, and support a diverse team in a positive, professional, and safety‑focused work environment
  • Strong communication skills, with the ability to clearly convey technical information to staff, leadership, regulators, and the public
  • Skill in establishing and maintaining strong working relationships with employees, contractors, regulators, and community members
  • Understanding of safe work practices and commitment to promoting a culture of safety



Minimum Qualifications

  • High school diploma or general education equivalency (GED); and
  • Five years of specialized training and work experience in the construction and maintenance of water systems, water quality, public works projects; and
  • Two years of full-time supervisory work; and
  • Two years of full-time Direct Responsible Charge (DRC) experience; or
  • Any equivalent combination of education and experience which provides the knowledge, skills, and abilities to perform the essential functions and responsibilities; and
  • Valid Oregon driver license; and
  • Oregon Health Authority (OHA) Water Treatment I Certification; and
  • OHA Water Distribution III Certification; and
  • NIMS IS 100, 200, and 700 Certifications.
