Position Function - Under the general direction of the City Manager, directs and oversees the personnel management and daily operations of the Parks and Recreation Department consisting of Parks, Recreation, Public Arts, The Keller Pointe (TKP) and Keller Senior Activities Center (KSAC) operations of the City. Directs Department activities through the development and oversight of program design and implementation, contract and grants management, polices and directives, budgets, and goals and objectives to ensure the integrity of the parks and trails infrastructure, community events and programs, sports and recreational programs and facilities, and rentals. 

 
Essential Duties% of Performance
Directs and oversees the Recreation Department through the development and implementation of adult and youth programs, local and regional events, and individual or small group events, to include rental of City facilities. Responsible for contract management, to include regulatory compliance for youth programs and activities.25%
Directs and oversees the Parks Department through planning, design and maintenance of the City’s park infrastructure. Responsible to ensure the proper maintenance and usage of all green spaces that are designated for public and/or recreational use.25%
Directs and oversees the Keller Pointe and the Keller Senior Activities Centers. Provides direction with programs, services, facility operations, and community activities.20%
Directs and oversees the City of Keller’s Public Arts Program, promoting visual and performing arts in public spaces and enhancing the quality of life for residents and visitors.15%
Provides staff assistance to the City Manager by preparing and presenting department and project related reports during Staff, City Council, Public Arts Board, Keller Development Corporation, Parks & Recreation Board, and/or other City related meetings.10%

Requirements/Knowledge/Skills/Abilities
Required knowledge and experience is normally obtained through the completion of an advanced education from an accredited educational institution of higher learning resulting in a Master's Degree in Parks and/or Recreation Administration, Sports Management, Public Administration, or related field, and ten (10) years of progressive management and work related experience in Public Administration are required.

A Certified Park and Recreation Professional (CPRP) or Certified Therapeutic Recreation Professional (CTRP) from a nationally or a local chapter of nationally recognized professional association or credentialing institution of learning is preferred.

Five (5) years supervisory and Local Government experience is required.

Work requires the ability to read letters, memos, contracts, professional and industry literature, and spreadsheets and other job related analysis.

Work requires the ability to understand and develop computer models for cost analysis, and compose financial and budgetary reports.

Work requires substantial independent judgment and decision-making.

Work is widely varied, involving analysis and evaluation of many complex and significant variables.

Ability to develop and/or recommend organization-wide policies, procedures or precedents that have impact upon the organization and/or standards of operations.

Ability to learn and remain up-to-date on Federal, State and City applicable regulations, best practices and policies affecting department activities.

Ability to establish and maintain effective working relationships with City employees, other federal, state and local governmental representatives, contractors, consultants, vendors, media and the general public is essential.

Ability to work under high demands, short time constraints, and the pressure of a fast paced work environment.

Competent in the use of Microsoft Excel, Word and Power Point software, and other work related software.

Thorough knowledge of park and recreational development and maintenance practices.

Must be able to monitor and assess operations, workload, projects, and staff performance.

Must possess excellent oral and written communication skills.

Must be able to communicate and present oneself in a professional manner, and have the ability to successfully work with elected officials, contractors, business owners, City Staff and the general public.

Must be able to research, compile and analyze data, and then present findings to the City Council and City Manager in an acceptable format.

Must possess a valid Texas Class C driver license.

Must pass all post offer pre-employment processes and/or procedures, to include but not limited to Drug Screen and applicable Background Checks.
