Are you looking to make a meaningful impact on infrastructure projects? We’re seeking a Construction Manager to play a key role within Digital Engineering’s Construction Engineering and Inspection Strategic Business Unit. This position is responsible for overseeing construction activities, coordinating with project managers, clients, and contractors, and ensuring successful project delivery from pre-construction through closeout. The ideal candidate will demonstrate strong technical knowledge, leadership, and organizational skills, along with the ability to manage complex projects and collaborate effectively across teams.

THE ROLE

We are seeking an experienced Construction Manager, preferably with a Professional Engineer (PE) license in Louisiana to oversee construction activities on municipal infrastructure projects. This role will be responsible for ensuring projects are delivered safely, on time, within budget, and in compliance with plans, specifications, and regulatory requirements.

Duties within the role include:

  • Manage and oversee construction projects from pre-construction through closeout
  • Serve as the primary liaison between clients (municipal agencies), contractors, and internal design teams
  • Review construction plans, specifications, and contract documents for constructability and compliance 
  • Have experience in material testing methods/requirements and the review of the material testing results performed during construction.
  • Manage construction materials testing methods/requirements and the review of the material testing results performed during construction.
  • Perform and/or manage Davis Bacon Act interviews and submission of required reports to clients.
  • Monitor project schedules, budgets, and progress; identify risks and implement mitigation strategies
  • Conduct site visits and inspections to ensure adherence to quality standards and safety regulations
  • Coordinate and lead construction meetings, including progress updates and issue resolution
  • Review and approve contractor submittals, RFIs, change orders, and pay applications
  • Ensure compliance with local, state, and federal regulations, including Louisiana-specific requirements
  • Maintain accurate project documentation and reporting
  • Support business development efforts as needed, including client engagement and proposal input
  • Manage the daily activities/services of the Resident Project Representative (RPR). This includes communication and collaboration on
    • Daily construction activities
    • Construction conflicts/issues
    • Review of construction contract quantities installed
    • Change Order negotiations
    • Development and review of RPR reports
    • Perform other general support duties as assigned

Required Qualifications:

  • Bachelor’s degree in Civil Engineering, Construction Management, or related field
  • Minimum 5+ years of experience in construction management or construction administration on municipal or public works projects
  • Strong understanding of public infrastructure construction (roads, drainage, utilities, etc.)
  • Experience working with municipal clients, DOTD, or similar agencies
  • Knowledge of construction contracts, project scheduling, change order review and cost control
  • Excellent communication, leadership, and organizational skills
  • Ability to manage multiple projects simultaneously
  • Proficiency in Microsoft Office Suite (Word, Excel, Teams) with the ability to quickly learn and adapt to new software programs

Preferred Qualifications:

  • Professional Engineer (PE) license in the State of Louisiana
  • Experience with water/wastewater collection and treatment facilities, drainage infrastructure and roadway projects
  • Familiarity with Louisiana procurement and permitting processes
  • Certifications such as CCM (Certified Construction Manager) or PMP (Project Management Professional)
  • Proficiency with project management software and construction documentation tools (i.e. Headlight, Procore, etc.)
  • Experience in LDOTD construction engineering and inspection services; in particular to services provided on projects administered in conjunction with a Local Public Agency (LPA)
