Job Description Summary:

Assists Administration and Directors in the day-to-day management of operations. Serves as designee in the absence of Nurse Executive and other members of the Senior Leadership Team, Directors, and Managers. Directs, evaluates, and supervises activities, programs, projects and personnel that achieve hospital goals in accordance with hospital policy, The Joint Commission standards, Title XXII and California regulations.

Job Requirements, Prerequisites and Essential Functions:

Job Specifications:

Education:

  • Graduate of an accredited nursing program

  • Bachelor’s degree in Nursing or Health Management preferred


Experience

  • Three (3) years of acute care clinical experience with recent and progressively more responsible leadership and management experience.


License and Certifications:

  • Registered Nurse Required at hire

  • Basic Life Support Required within 90 days of hire

  • Integrative Agitation Management (IAM) Required within 30 days of hire


Prerequisite Skills:

  • Demonstrates evidence of continuing professional development

  • Effective verbal, non-verbal and written communication skills

  • Ability to manage change through collaborative and positive leadership skills

  • Ability to successfully manage stress for self in an intermittently stressful environment

Patient Privacy (HIPAA Compliance):
Employees in this position have access to protected health information. The protected health information a person in this position can access includes demographics, date of service, insurance/billing, medical record summary information, and all other information that may be contained in patient records. This position requires patient health information to perform the functions outlined as part of this position description.

Duties And Responsibilities:

Essential (Not Modifiable)

Operations:

  • Provides systematic, expert problem solving and complex decision-making and facilitation to coordinate hospital and community resources in regard to specific patient issues

  • Responsible for assuring most appropriate use of hospital and agency personnel for house-wide staffing and overseeing the staffing/census ratio in a timely manner

  • Encourages effective cost containment practices throughout management and staff development

  • Reviews and authorizes timecards

  • Reviews policies and procedures affecting patient care areas

  • Pronounces death in accordance with policy

  • Responds to/assists with emergency situations. Coordinates disaster response during off shifts

  • Assists in the development and monitoring of operational, capital and staffing budgets as appropriate


Standards of Care:

  • Participates in hospital-wide quality improvement process

  • Facilitates and supports implementation of standards of patient care practice and policies and procedures that guide the scope and conduct of patient care provided by the patient care area staff

  • Demonstrates ability to coach/mentor patient care area staff as necessary

  • Participates in educational needs assessment and coordination of in-service education on off shifts

  • Serves as clinical and administrative resource to hospital staff and physicians

  • Maintains clinical competence and knowledge of current trends in patient care


Human Resource Management:

  • Functions as professional role model and mentor

  • Provides leadership and management necessary to meet and/or contribute to hospital goals

  • Supervises and evaluates staff (including agency) and assumes responsibility for corrective action when appropriate

  • Determines qualifications, interviews and hires applicants for house per diem positions. Assesses retention, turnover, absenteeism and morale

  • Responsible for counseling and disciplinary action with appropriate input

  • Initiates and performs termination proceedings in collaboration with Human Resources. Responsible for assuring that these actions coincide with Personnel and Labor Relations policies

  • Assists staff with conflict resolution and coaches staff in improving their own conflict resolution skills

  • Performs Employee Health counseling, triage, and direction during off shifts. Reads tuberculin skin tests as needed. Evaluates fitness to work and takes corrective action as necessary

  • Participates in early return to work program as necessary


Administration/Legal:

  • Serves on appropriate medical staff, hospital and clinical committees and community organizations

  • Interprets, enforces and monitors staff compliance with The Joint Commission and other external regulations

  • Initiates and negotiates with all departments, disciplines, managers, agencies and individuals to promote cooperation and coordination of efforts and effective problem solving

  • Cooperates, collaborates and negotiates with medical staff officers, section chiefs and members of the medical staff. Facilitates securing and documentation of physician privileges for medical staff on off shifts

  • Communicates appropriately with the media, triaging to Community Relations as appropriate

  • Signs as administrative representative on adoption forms as needed

  • Leads and participates in committees related to project work

  • Maintains membership in professional associations and attends meetings and seminars for professional growth and information on practices and subjects relevant to the Hospital.
