King and Queen County is seeking a Finance Officer responsible for the financial management and reporting activities of the County including budget, forecasts, investments, audits, and strategic planning. This position also performs day to day finance functions related to County operations. The Finance Officer will support the Director of Finance to ensure the County’s financial resources are managed efficiently and effectively, and that the County complies with all financial regulations and standards. The ideal candidate will work well on assignments and complete assigned tasks independently while maintaining timelines and meeting deadlines with minimal supervision. Experience in local or state government finance is desirable. Recruitment closes on April 19, 2026.
ROLE AND RESPONSIBILITIES:
The Finance Officer performs responsible skilled clerical, administrative, and technical work assisting with the day-to-day operation of the Finance Department. Work is performed under the general supervision of the Director of Finance. These tasks include accounts payable, payroll, and general ledger functions. The Finance Officer works directly with the vendors, grant holders and other departments both in person, by email and on the phone. Must use proper security measures concerning confidential information.
General Definition and Conditions of Work:
This position is primarily sedentary office work requiring prolonged periods of sitting at a desk and working on a computer. It requires sitting and standing intermittently. May lift or exert pressure up to 15 pounds occasionally. Requires repetitive hand and arm motions to handle or operate objects, tools or controls, reach with hands and arms, ability to communicate with citizens and other professionals, visual acuity for close work in accurately preparing and analyzing written or computer data and ability to use technology and general office equipment and machines.
KNOWLEDGE, SKILLS AND ABILITIES:
Detailed knowledge of Generally Accepted Accounting Principles, Virginia Public Procurement Act and other regulations governing the Finance Department; some knowledge of business and office practices; ability to prepare appropriate statements and reports; ability to operate standard office, word processing, and data entry equipment; ability to understand and follow oral and written instructions; ability to establish and maintain effective working relationships with county citizens and associates. Customer service experience, communication skills, punctuality, ability to organize work and related tasks. Willingness to participate in ongoing training.
Essential Functions/Typical Tasks:
- Process purchase requisitions for general supplies as well as department specific items for all County Departments in accordance with the Virginia Public Procurement Act (VPPA) as well as the King and Queen County small purchasing policy. Upon receipt of orders is responsible for verification of order accuracy and distribution to requesting offices. In the event of discrepancy is responsible for return, reorder and dispute resolution as needed.
- Prepare and issue procurements including requests for proposals, bids and qualifications as needed for various County projects in accordance with the VPPA and King and Queen County small purchasing policy.
- Prepare twice monthly accounts payable invoice processing to include preparation of reports to be provided to the Board of Supervisors.
- Coordinate and manage audits and provide necessary financial data and supporting documentation.
- Assist in the development and implementation of financial policies and procedures
- Prepare and maintain annual vendor files including required vendor information and invoices.
- Prepare annual IRS form 1099 for vendors.
- Maintain general supplies for all departments within the County Administration office.
- Assist with compliance with Library of Virginia records retention schedule and reporting such to the appropriate County Records Manager.
- Assist the Director of Finance with monthly and annual general ledger reconciliation and closings in accordance with Generally Accepted Accounting Principles (GAAP).
- Assist with processing of monthly full time and part-time payroll including quarterly and annual state and federal reporting.
- Other duties as assigned by the Director of Finance and County Administrator.
EDUCATION AND EXPERIENCE:
We are seeking an applicant with excellent internal and/or external customer service skills. A degree in finance, accounting, a related degree or equivalent practical experience is preferred. Work experience in local or state government finance is a plus. Familiarity with basic office equipment, use of a computer and related software is desirable. Work experience with Excel is important. Working knowledge of BAI Municipal Software is helpful.
Professional certification CFA/CPA is a preference.
SPECIAL REQUIREMENTS:
Completion of VGFOA and VAGP certifications as directed and scheduled by the Director of Finance.
