The program partners closely with the Montgomery County Drug Treatment Court to provide evaluations, assessments, treatment planning, and treatment services designed to meet the needs of individuals impacted by substance use disorders.

What You'll Do

As a Program Director, you will:

  • Provide leadership and oversight for all clinical, operational, and administrative functions of the Rise Above program.
  • Ensure high-quality delivery of outpatient substance use treatment services.
  • Coordinate program services that support the Montgomery County Drug Treatment Court, including evaluations, assessments, treatment planning, and ongoing recovery services.
  • Oversee the daily operations of the program to ensure effective and efficient service delivery.
  • Supervise, coach, develop, and support program staff.
  • Foster a culture of professionalism, accountability, recovery, and person-centered care.
  • Oversee recruitment, hiring, training, performance management, and employee retention efforts.
  • Ensure the delivery of trauma-informed, evidence-based, and recovery-oriented services.
  • Monitor program performance metrics, service outcomes, and quality indicators.
  • Ensure employee records and client charts remain accurate, complete, compliant, and audit-ready.
  • Maintain compliance with all licensing, accreditation, funding, and regulatory requirements.
  • Oversee program budgeting, financial performance, revenue cycle activities, and expenditure management.
  • Ensure the program consistently meets or exceeds budget and census expectations.
  • Monitor authorizations, billing, documentation, and claims resolution processes.
  • Collaborate with county stakeholders, funders, community partners, and organizational leadership.
  • Support development of strategic initiatives that strengthen program growth and community impact.
  • Promote and implement RHD values throughout all program operations.
  • Perform additional duties as assigned.

Qualifications

Required

  • Bachelor's or Master's degree in Psychology, Social Work, Counseling, Nursing, Chemical Dependency, Public Administration, Medicine, or a related field.
  • Minimum of:
    • Two years of related human services experience with a Master's degree, or
    • Three years of related human services experience with a Bachelor's degree.
  • Experience supervising staff and managing program operations.
  • Experience with direct service delivery and program planning.
  • Knowledge of state regulations and ASAM standards.
  • Strong written and verbal communication skills.
  • Proficiency with Microsoft Office and electronic documentation systems.
  • Ability to effectively engage and support clients and staff.
  • Valid driver's license and acceptable driving record.
  • Required criminal background clearances.

Preferred

  • Experience managing outpatient substance use treatment programs.
  • Strong knowledge of substance use treatment regulations and best practices.
  • Experience working with Drug Treatment Courts, criminal justice partners, or county-funded treatment programs.
  • Knowledge of ASAM criteria and substance use treatment service delivery.
  • Experience working in behavioral health, substance use treatment, or recovery-focused programs.
  • Experience working with individuals experiencing homelessness or housing instability.
  • Experience overseeing budgets, billing, census growth, and revenue cycle performance.
  • Previous leadership experience within regulated human services programs.
