POSITION PURPOSE:

The Contracts Manager is responsible for the management and support of a portfolio of prime contracts with federal, non-federal, and/or commercial clients.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Reviews complex solicitations and prepares specialized and/or non-routine response for proposals, bids, and contract modifications.
  • May prepare complex requests for proposals.
  • Analyzes significant, and/or unique contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, and corporate policies and business unit procedure.
  • Provides contractual guidance to business team members for appropriate Statement of Work.
  • Manages contract change control process including coordinating with other functional departments like Project Controls, Accounting, Subcontracts & Procurement, Operations, and Legal.
  • Develops negotiation strategy and leads negotiation team on complex contractual issues.
  • Analyzes new law, regulation, and contract trends for potential impact on business unit goals and objectives.
  • Functions as domain expert on selected areas and issues.
  • Provides authoritative guidance to internal business teams on corporate goals and objectives relating to contract activity.
  • Focal point for all communication with law, finance, and business team disciplines for resolution of contract issues and disputes.
  • May assist in new business pursuit and associated contract strategy.
  • Assists in identification, development and implementation of new contract policy and processes.
  • May participate in development of less complex business alliances and partnering agreements.
  • Have a general understanding of the business case and an appreciation of financial/analytical issues and profit and loss implications.

ADDITIONAL DUTIES AND RESPONSIBILITIES:

  • May supervise and manage multiple Contract Administrators.
  • May be assigned additional team responsibilities that support all team members.
  • May be asked to draft policy or procedure documents and manage those policies or procedures.
  • May mentor and train less experienced professionals.


MINIMUM QUALIFICATIONS:


Education and Experience:

  • Bachelor’s degree in Business, Accounting, Management, or other relevant major
  • 0-2 years of relevant experience


Skills and Abilities:

  • Ability to draft contractual instruments.
  • Working knowledge of contracting concepts, Uniform Commercial Code, Federal Acquisition Regulation and its supplements, applicable public contract acquisition law and regulations, and applicable international contract law.
  • Strong analytical and communication skills.
  • Good presentation, leadership, and team-building skills.
  • Use of independent judgment and creativity applied to resolution of contract issues.
  • Excellent internal and external negotiation skills.

Special Requirements:
NCMA CPCM/CFCM or DAWIA/FAC-C Level I-III, preferred but not required.

MBA or Law degree

PHYSICAL DEMANDS:
Sedentary work. Sedentary work involves lifting no more than 10 pounds at a time and occasionally lifting or carrying articles like files, ledgers, and small tools.
Light work. Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds.
Medium work. Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds.
Heavy work. Heavy work involves lifting no more than 100 pounds at a time with frequent lifting or carrying of objects weighing up to 50 pounds.
Very heavy work. Very heavy work involves lifting objects weighing more than 100 pounds at a time with frequent lifting or carrying of objects weighing 50 pounds or more.

  • Sitting – Remaining in a seated position.
  • Standing or walking – Standing is to remain on one’s feet in an upright position without moving about. Walking is to move about on foot.
  • Alternate sitting or standing at will – the ability to alternate between sitting and standing is present when a worker has the flexibility to choose between sitting or standing as needed when this need cannot be accommodated by scheduled breaks and/or lunch period.
  • Lifting or carrying – Lifting is raising or lowering an object from one level to another. Lifting can include an upward pulling motion. Carrying is to transport an object – usually by holding it in the hands or arms or wearing it on the body.
  • Pushing or pulling – Pushing is exerting force upon an object so that the object moves away from the origin of the force. Pulling is exerting force upon an object so that the object moves toward the origin of the force. Pushing or pulling may involve use of hands or arms and/or feet or legs done with one side of the body or both sides.
  • Reaching overhead – Extending the arm(s) higher and one of these conditions exist: (1) a person bends the elbows, and the angle at the shoulders is about 90 degrees or more, or (2) a person keeps the elbow extended, and the angle at the shoulder is about 120 degrees or more.
  • Reaching at or below shoulder level
  • Keyboarding – Entering text or data into a computer or other machine by means of a traditional keyboard.
  • Gross manipulation – seizing, holding, grasping, turning, or otherwise working with the hand(s). It is often present when lifting involves the hands.
  • Fine manipulation – Touching, picking, pinching, or otherwise working primarily with fingers rather than the whole hand or arm as in gross manipulation.
  • Foot or leg controls – use of one or both feet or legs to move controls on machinery or equipment. Controls include, but are not limited to, pedals, buttons, levers, and cranks.
  • Driving – the operation of a motorized passenger vehicle or other vehicles such as tractor trailers, buses, equipment (e.g. forklifts, riding mowers), trains, boats or aircraft.
  • Stooping – bending the body forward and down while bending the spine at the waist 45 degrees or more either over something elbow waist level or down towards an object on or near the ground.
  • Kneeling – bending legs at knees to come to rest on knee(s).
  • Crawling – moving about on hands and knees or hands and feet.
  • Climbing ramps or stairs – ascending or descending ramps and/or stairs using feet and legs. Hands and arms may be used for balance (e.g. to hold a railing).
  • Climbing ladders or ropes or scaffolding – ascending or descending ladders, scaffolding, ropes, poles and the like requiring the use of both feet or legs and hands or arms.
  • Speaking – Expressing or exchanging ideas by means of the spoken word to convey detailed spoken instructions to others accurately, loudly, or quickly.
  • Hearing – In person speech, telephone, other sounds
  • Near visual acuity – Clarity of vision at approximately 20 inches or less, i.e. working with small objects or reading small print, including use of computers.
  • Far visual acuity – clarity of vision at 20 feet or more. This is not just the ability to see a person or object, but the ability to recognize features as well.
  • Peripheral vision – observing an area that can be seen up and down or to the right or left while eyes are fixed on a given point.
