Human Resources/Payroll Director
Summary
This is administrative work in which the incumbent is responsible for developing and implementing policies and procedures for payroll processing and compliance with applicable laws and regulations. They also investigate and resolve payroll discrepancies and provide guidance to staff on payroll-related matters. Human Resource Director is also responsible for overseeing compensation strategies to ensure competitive pay structures and efficient payroll management. They serve as a key liaison between Payroll, HR, and Finance, ensuring transparency and data and goal alignment.

Recruitment and Onboarding – responsible for attracting, interviewing, and hiring new employees.
Ensure a positive work environment by resolving conflicts.
Make sure company policies and procedures comply with labor laws and regulations.
Assist in evaluating employee performance through regular appraisals and feedback.
Create and update HR policies to ensure they meet legal requirements and reflect best practices.
Provide regular payroll analytics, headcount cost reporting, and insights to leadership.
Lead the end-to-end payroll lifecycle, including processing, reconciliation, tax filings, benefits deductions, and year-end activities (W-2s, forms 941, etc.)
File monthly State Retirement Report with PERS.
Develop and implement payroll policies, standards, and controls to ensure accuracy and compliance across all jurisdictions.
Performs other duties as assigned.

Minimum Qualifications
A bachelor’s degree from an accredited four-year college or university and five (5) years professional experience in HR/payroll knowledge. Experience with at least one major payroll/HRIS platform (e.g. ADP, Workday, SAP SuccessFactors) and strong ability to drive system configurations and integrations.
