Overview
FLSA: Exempt. This supervisory position serves as a key leadership role within the Integrated Support & Recovery Services (ISRS) Division. The Supervisor provides policy oversight and ensures compliant, effective service delivery for youth with Severe Emotional Disturbance (SED), Developmental Disabilities (DD), Physical Disabilities (PD), and other qualifying needs across programs including the Childrenās Long-Term Support Waiver (CLTSW), Comprehensive Community Services (CCS), the Childrenās Community Options Program, and Birth to 3 Services.
A primary responsibility of this role is leading and developing teams of social work staff through clear administrative direction, program consultation, established procedures, and ongoing professional development. The Supervisor oversees workflow coordination and ensures continuity of services across a growing and dynamic service area. This position requires strong leadership skills and a thorough understanding of State and Federal rules and policies, along with the ability to apply regulatory requirements to deliver compliant, missionāaligned services that advance Human Services and County goals.

Ā Essential Job Functions
The Supervisor provides strategic leadership for the youth CLTS/CCS programs by overseeing daily operations and guiding a team of social workers to deliver highāquality, compliant, and coordinated services. This role plans, directs, and aligns unit activities to support effective workflow, service continuity, and missionāaligned practice. The Supervisor ensures all services comply with State and Federal regulations, WI DHS rules, Medicaid policies, Critical Incident Reporting requirements, and agency procedures related to childrenās longāterm support and mental health.
The Supervisor, in partnership with fellow unit supervisors, leads the development and maintenance of unit policies, program procedures, and SOPs to ensure consistent and efficient operations. This role oversees program and policy review, supports community education and outreach, and contributes to strategic planning, budgeting, and contracting coordination. The Supervisor also works closely with other program supervisors and with local and state partners to support program operations, reporting requirements, staff training, waitlist management, enrollment timeline compliance, appeals, and the implementation of updated administrative policies and procedures.
Key responsibilities include providing case consultation; approving services; overseeing new referrals; managing client eligibility lists and waitlists; monitoring program budgets; and ensuring overall service quality. The Supervisor supports social workers through professional guidance, problemāsolving, and exploration of service alternatives to improve case outcomes.
The Supervisor hires, trains, and supervises Social Work and Case Management Staff. Responsibilities include coordinating staff development, facilitating training opportunities, monitoring monthly performance indicators, and conducting performance evaluations to ensure accountability, growth, and highāquality practice.
The position requires ongoing development of professional and supervisory skills to maintain strong leadership and support evolving program needs.
In this public service position, employee is required to be courteous, cooperative and respectful at all times, with the public and clients. Also establishes and maintains a courteous, cooperative and respectful working relationship with other employees, supervisors and public oļ¬cials.
Employee is expected to report to work when scheduled, with minimum use of sick leave, to build up sick leave balance for income protection for unexpected illness.
Physical demands: Large percentage of time is spent sitting at desk, using oral communication, judgment, hearing, near vision, ļ¬ngering for keyboarding and calculators, reading, writing. Handles papers and manuals, etc., lifts ļ¬les, copy paper and other oļ¬ce materials. Sits, stands, bends and reaches intermittently throughout the day. Occasionally moves about the oļ¬ce building and travels to other oļ¬ces or sites for meetings.

Training, Experience and Other Requirements
Graduation from an accredited college or university with a Master's Degree in Social Work or a related ļ¬eld, and two years recent related experience
Or Bachelor's Degree and five years experience.
Preference will be given to applicants who possess administrative experience within State Home & CommunityāBased Waiver programs and experience supporting children with developmental, mental health, or physical disabilities.
Preference for individual with two years in an administrative/leadership roles (such as budgeting, supervision of staļ¬, strategic services planning, and overseeing contracted services) in a human services-related ļ¬eld.
Valid driver's license.
Successful completion of background check under the Wisconsin Caregivers Law.
