Journeyman Computer Operator (IT Asset Management Focus)
1. Labor Category Description
The Journeyman Computer Operator (IT Asset Management Specialist) is a skilled technician
responsible for the day-to-day execution of the organization's IT Asset Management (ITAM)
program. This role focuses on the complete lifecycle of both hardware and software assets, from
initial receipt and inventorying to deployment, tracking, and final disposition. Working under the
general supervision of a senior asset manager or IT leadership, this individual ensures the
accuracy and integrity of the asset inventory database Enterprise Logistics Management System
(ELMS)/Defense Property Accountability System (DPAS), supports logistical operations for IT
equipment, and assists with software license compliance tracking. They are the primary hands-on
resource for maintaining control and accountability over all IT assets.


2. Typical Task List


Hardware Asset Lifecycle Management:
Receive, inspect, and tag all new IT hardware assets (e.g., desktops, laptops,
servers, network devices, peripherals).
Create and maintain accurate asset records in the ITAM database, capturing key
information such as serial number, model, location, and assigned user.
Prepare and stage equipment for deployment, and process returned assets from
off-boarding personnel.
Coordinate the secure disposal of retired assets in accordance with organizational
policy, ensuring all data-bearing devices are properly sanitized.


Inventory and Database Management:
Maintain the accuracy of the IT Asset Management database (ELMS/DPAS) or
Configuration Management Database (CMDB), performing regular updates for
any moves, adds, or changes.
Conduct periodic physical inventories and audits of IT assets in offices, storage
rooms, and data centers to reconcile physical counts with database records.
Investigate and resolve discrepancies between the asset inventory and the actual
physical assets.


Software Asset Management:
Assist with tracking software license entitlements, installations, and usage.
Enter software license purchase information into the ITAM system.
Run reports to identify unauthorized software installations or to support software
license compliance audits.
Assist with reclaiming and re-harvesting unused software licenses to optimize
costs.


Reporting and Logistics:
Generate standard reports from the ITAM system on asset status, inventory levels,
and asset age for lifecycle planning.
Manage the inventory of on-hand IT equipment and peripherals in storage,
maintaining organized and secure storage areas.
Fulfill approved requests for equipment, such as keyboards, mice, and monitors.


3. Minimum Qualifications / Requirements


Experience:
A minimum of three (3) to five (5) years of experience in an IT support or
operations role.
At least two (2) years of this experience must be directly involved with IT Asset
Management, inventory control, or IT logistics.


Relevant industry certifications are highly desired. Examples include:
Certified Asset Management Professional (CAMP)
ITIL Foundation Certification


Security Clearance:

Must be able to acquire and maintain a DoW Security Clearance


Technical Skills:
Proficiency with at least one enterprise-level ITAM or ITSM tool (e.g.,
ServiceNow, Flexera, Ivanti).
Strong understanding of the IT hardware and software asset lifecycle.
Meticulous attention to detail and strong organizational skills.
Experience with barcode scanners and other inventory management tools.
Familiarity with basic software licensing models.
Ability to work independently on routine tasks and audits.
