As we continue expanding across the Mid-Atlantic region, we're looking for an experienced and safety-focused Foreman to lead field crews and oversee the successful delivery of high-quality underground utility projects. 


Job Summary 

The Foreman is responsible for supervising and coordinating the daily activities of assigned crews engaged in underground utility installation, including pipe layers, operators, skilled laborers, and general laborers. 

Working under the direction of the Superintendent and/or Project Manager, the Foreman ensures projects are executed safely, efficiently, and in accordance with approved plans, specifications, OSHA standards, Maryland safety regulations, and company policies. This role includes direct field supervision, production oversight, safety enforcement, workforce development, and documentation responsibilities in a heavy civil construction environment. 

Flexible scheduling is required, including overtime, night work, weekend work, and irregular hours based on project demands and weather conditions. 


Duties & Responsibilities 

  • Plan, assign, and coordinate daily crew activities based on production schedules and project priorities. 
  • Supervise installation of underground water, sewer, and storm systems in compliance with approved plans and grade requirements. 
  • Enforce compliance with OSHA construction standards, trench safety regulations, confined space requirements, and company safety policies. 
  • Conduct daily safety meetings (toolbox talks) and ensure proper use of personal protective equipment (PPE). 
  • Monitor crew productivity, workmanship, and jobsite conditions to maintain quality and efficiency. 
  • Inspect tools, equipment, and materials to ensure safe operating condition and proper maintenance. 
  • Investigate and document incidents, injuries, and near-misses in accordance with company policy and regulatory requirements. 
  • Maintain accurate production logs, time records, equipment usage reports, and related documentation. 
  • Provide coaching, training, and performance feedback to crew members. 
  • Recommend personnel actions including discipline, promotions, and staffing decisions in coordination with management and Human Resources. 
  • Identify jobsite risks and communicate concerns to management promptly. 
  • Ensure compliance with environmental regulations, erosion control standards, and contractual obligations. 
  • Follow company procedures, safety protocols, and operational standards. 


Qualifications 

  • Demonstrated prior experience in underground wet utilities pipe laying is required. 
  • Supervisory or crew lead experience in heavy civil construction preferred. 
  • Knowledge of trenching, shoring systems, excavation safety, and underground utility installation practices. 
  • Ability to read and interpret construction plans, specifications, grade stakes, and blueprints. 
  • Working knowledge of OSHA construction standards and Maryland jobsite safety requirements. 
  • Strong leadership skills with the ability to motivate, direct, and develop crews. 
  • Ability to communicate effectively in English (verbal and written); bilingual English/Spanish preferred. 
  • Ability to manage time effectively and prioritize competing deadlines. 
  • Basic proficiency with mobile devices or tablets used for production tracking and timekeeping.
