Starting Salary Range: $45.72 - $45.72

General Summary of Duties:

Responsible for performing customer communication, distribution design project management, including financial analysis, associated with utility service installation and service modification required to optimally meet or exceed BWL customer requirements.  Work will be performed under the general direction of the Utility Design Supervisor.

Essential Functions: Develops technical design for new and modified utility systems for customer projects which meets or exceeds customer requirements and support the integrity of the BWL’s utility systems.  Designs projects, service quality and all related issues associated with customer delivery services at the BWL through leading coordination with all stakeholders.  Follows BWL construction and procedural standards.  Acts as a technical resource for outside contractors for engineering, construction, and drafting services.  Allocates materials, prepares work orders, sketches, estimates, easements, proposals; releases packages to construction and processes service orders.  Utilizes approved methods for tracking and managing work.  Assists with negotiating distribution routes, cost, permits, easements and arrangements with customers, attorneys, and outside agencies such as city, county, state, government and inspection agencies.  Develops revenue projections for each project to be weighed against construction cost as required.  Recommends appropriate rates for project to customer.  Assists in billing/service account set ups and reviews account for proper billing after construction.  Follows BWL rates and Rules and Regulations.  Determines costs for estimates, proposals, service agreements, and other associated project management and documentation duties.  Keeps track of all current and future projects utilizing BWL approved methods.  Follows-up and tracks revenue projects versus actual revenue and estimated construction cost versus actual for each project utilizing approved department software and provide budgetary updates on a quarterly basis.  Performs staking, provides technical support to construction personnel, and conducts field checks of work in progress and completed work as needed.  Attends preconstruction meetings and interfaces with onsite contractors/ developers/owners during design development and construction as required.  Performs other activities associated with providing service to new and existing customers.   Performs other departmental tasks as assigned.  Required to follow BWL Safety Manual and wear all required personal protective equipment.  Attends all required training for safety awareness.

Job Specifications: Knowledge, Skills, Abilities

Must have 2 years relevant experience and 24 credit hours towards an Associate’s degree in mechanical or electrical engineering or electrical theory or equivalent field of study OR 3 years relevant experience.  Must have proficiency in Microsoft Word, Excel, and Access.  Must have strong written and oral communication skills.  Must possess a valid driver’s license with acceptable driving record and reliable transportation.

Physical Requirements:

Occasional walking, climbing and traversing over various terrains.  Moderate stooping, crouching and kneeling. Frequently required to sit, talk, hear and listen. Ability to effectively communicate in writing and orally with employees, management, other departments, customers, and outside agencies.  Ability to enter and retrieve data from computerized, typed and written sources. Ability to lift four (4) to thirty (30) pounds of field equipment and tools.

Working Conditions:

Normal office environment and field work with possible exposure to varying temperatures, dust, and noise.
