Contract Specialist, ASR International Corporation
Location: Laughlin, Texas
Employment Type: Full-time, contingent upon contract award (BPA supporting 47th Contracting Squadron and 47th Civil Engineer Squadron)
Position Summary: ASR International Corporation is seeking an experienced Contract Specialist to provide cradle-to-grave acquisition support services to the 47th Contracting Squadron (47 CONS) at Laughlin AFB, TX. The primary focus is the Civil Engineer Squadron’s construction portfolio and other complex service requirements, including Facilities Sustainment, Restoration, and Modernization (FSRM) projects, Construction Task Order (CTO) projects, Defense Community Infrastructure Program (DCIP), and other grant-funded efforts. The Contract Specialist will perform non-personal services in accordance with the FAR, DFARS, and applicable agency supplements.
Key Responsibilities
- Perform cradle-to-grave acquisition support and provide advice to supported officials in accordance with the FAR, DFARS, and other agency regulations.
- Participate in Multi-Functional Teams (MFTs) and liaise with stakeholders from 47 CES and other mission partners.
- Pre-Award: Assist 47 CES in developing requirement documents (PWS, SOW, SOO); perform market research and draft acquisition strategy documentation; prepare and release solicitations (RFQ/RFP); assist in evaluating offeror proposals, performing price/cost analysis, and drafting source selection documentation; prepare final contract award documents for the Contracting Officer’s signature.
- Post-Award: Perform contract administration duties including managing correspondence, processing modifications, and exercising options; monitor contractor performance and compliance with contract terms; assist in resolving contract disputes; and perform contract closeout functions in accordance with FAR, agency regulations, and local policies.
- Support complex procurements involving diversified commodities, services, and construction acquisitions in a timely manner to meet mission, directive, and timeline goals.
Required Qualifications
- MUST BE A US CITIZEN
- Minimum of five (5) years of contracting experience in the Department of Defense (DoD)/Department of War, with significant experience in procuring construction and complex services.
- Department of Defense (DoD) Contracting Professional Certification (or civilian equivalent, e.g., FAC-C Professional).
- Bachelor’s degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
- Source selection experience.
- Proficiency in all common commercial software packages (e.g., Microsoft Office).
- Ability to read, write, understand, and speak English fluently.
- Ability to obtain and maintain a favorable Tier 1 (T1) suitability/fitness determination, Common Access Card (CAC), and base access.
- Must sign a Non-Disclosure Agreement (NDA) prior to starting work.
Preferred Qualifications
- Previously held an unlimited Contracting Officer warrant.
- Direct experience supporting Air Force or DoD construction and complex services acquisitions.
Additional Information: Work is performed primarily on-site during normal base operating hours (0730–1630 Central Time, Monday–Friday, excluding federal holidays). Telework may be authorized at the discretion of the Contracting Officer and local commander consistent with Air Force policy.
