This supervisory position oversees key permanency programs, including Foster Care, Adoption, Fostering Futures, Resource Families, Kinship Navigator, Title IV-E Benefits, and Adoption Assistance. The successful candidate will provide leadership, coaching, and support to a dedicated team while ensuring quality service delivery, regulatory compliance, and positive outcomes for children and families.

Staff Supervision & Case Practice

• Provide individual supervision, coaching, and support to Foster Care, Adoption, and Fostering Futures staff.

• Review case documentation to ensure accuracy, quality, and compliance with federal, state, and local laws, regulations, and agency policies.

• Assign and monitor caseloads and review service plans, case assessments, and other documents requiring supervisory approval.

• Provide consultation on complex case issues and support staff in achieving timely permanency outcomes.

• Participate in Family Partnership Meetings (FPMs), Virginia Enhanced Maintenance Assessment Tool (VEMAT) meetings, Family Assessment and Planning Team (FAPT) meetings, court hearings, and other child and family meetings as needed.

• Recruit, interview, hire, onboard, train, and develop staff.

• Complete performance evaluations and address performance concerns in accordance with County personnel policies.

• Support grant-funded initiatives, including Title IV-E, Respite, Independent Living Services, and Education and Training Vouchers.

Program Administration

• Maintain expertise in Foster Care, Fostering Futures, KinGAP, Adoption, Adoption Assistance, and foster and kinship resource family programs.

• Monitor program performance and compile statistical data related to program outcomes, service delivery, and community needs.

• Ensure services are delivered in accordance with established quality, timeliness, and performance standards.

• Develop, revise, and implement policies, procedures, and protocols to strengthen service delivery and improve outcomes.

Leadership, Collaboration & Agency Support

• Serve as a member of the department's leadership team, contributing to strategic planning, continuous quality improvement, and agency initiatives.

• Participate in intra- and interagency workgroups, committees, supervisor meetings, and special projects.

• Provide on-call supervisory support for Adult Protective Services and Child Welfare programs, including Child Protective Services, Prevention, and Foster Care.

• Represent the department in community meetings and collaborative partnerships.

• Participate in foster parent recruitment, adoption and foster care support activities, and recognition events, including occasional evening or weekend activities.

• Serve on the department's shelter operations team as assigned through the Emergency Operations Center.

• Perform other duties as assigned.

Knowledge, Skills & Abilities

The successful candidate demonstrates considerable knowledge of:

• Social work practice, including family systems, child development, and issues affecting child welfare such as substance use, mental health, and juvenile delinquency.

• Child welfare laws, regulations, best practices, casework supervision, and staff development.

• Trauma-informed practice and the impact of trauma and resiliency on children, families, caregivers, and child welfare professionals.

• Leadership principles, critical thinking, effective communication, and collaborative problem-solving.

Education and Experience

Minimum of a Bachelor's degree in a Human Services field or minimum of a Bachelor's degree in any field with a minimum of two years of appropriate and related experience in a Human Services area (Section 22VAC40-670-20 of the Administrative Code of Virginia). Considerable experience in assigned program area/human services programs and completion of required training programs. Supervisory experience or work experience in a leadership role. Equivalent combination of training and experience which provides the required knowledge, skills and abilities. Possession of a BSW or MSW degree and a Commonwealth of Virginia Social Worker license are desirable.

Master's degree in a related field (e.g., sociology, psychology, behavioral science), and two (2) years of social work experience; OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
