Position Summary

The Senior HR Specialist serves as the operational leader of the Human Resources department and oversees the daily administration of Human Resources operations. This position provides leadership in recruitment, onboarding, compliance, personnel administration, Human Resources Information Systems (HRIS), workforce development, and process improvement while ensuring alignment with agency policies, accreditation standards, and organizational objectives.


Working closely with the Chief Executive Officer, the Senior HR Specialist plays a key role in building efficient Human Resources systems, supporting organizational growth, and maintaining an exceptional employee experience.

Essential Responsibilities

The Senior HR Specialist is responsible for:

  • Leading the day-to-day operations of the Human Resources department.
  • Overseeing recruitment and talent acquisition activities.
  • Managing employee onboarding and personnel administration.
  • Maintaining Human Resources Information Systems (HRIS), including BambooHR.
  • Ensuring personnel files remain audit-ready and compliant.
  • Monitoring employee credentialing, required training, and documentation.
  • Supporting CARF accreditation, regulatory compliance, and quality assurance.
  • Coaching and developing Human Resources staff.
  • Developing and improving Human Resources workflows and operational processes.
  • Supporting executive leadership through workforce planning and Human Resources initiatives.


Qualifications & Preferred Experience

Education

Bachelor's degree in Human Resources, Business Administration, Organizational Leadership, or a related field preferred.

Equivalent education and relevant experience may be considered.


Experience

  • Minimum of five (5) years of progressive Human Resources experience with responsibility in recruitment, onboarding, personnel administration, compliance, and Human Resources operations.
  • Leadership or supervisory experience preferred.
  • Experience within behavioral health, healthcare, human services, or another regulated industry is preferred.


Preferred Certifications

  • Professional in Human Resources (PHR)
  • SHRM Certified Professional (SHRM-CP)
  • SHRM Senior Certified Professional (SHRM-SCP)
  • Equivalent Human Resources certification


Ideal Candidate

The ideal candidate will demonstrate:

  • Operational leadership experience
  • Strong organizational and project management skills
  • Experience improving Human Resources systems and workflows
  • Knowledge of employment regulations, accreditation standards, and Human Resources best practices
  • Experience utilizing Human Resources Information Systems (HRIS), preferably BambooHR or similar platforms
  • Ability to coach, mentor, and develop Human Resources staff
  • Excellent communication and relationship-building skills
  • High attention to detail and commitment to confidentiality
  • Strong problem-solving abilities with a continuous improvement mindset
