Position Summary
We are seeking a skilled and motivated Project Analyst to join our Program Management Office (PMO) supporting Loudoun County’s Department of Transportation and Capital Infrastructure (DTCI). This role is a key contributor to one of the region’s most dynamic and fast‑growing capital improvement programs—spanning more than 300 active projects and exceeding $4B in total value. 

As an embedded, onsite member of the PMO team, the Project Analyst will play a critical role in supporting program controls, portfolio analysis, project governance, and executive reporting. This is a hands‑on opportunity to directly support the County’s mission through high‑impact infrastructure delivery.

Key Responsibilities
  • Monitor and analyze project and program performance, including cost, schedule, scope, risks, and issues.
  • Support maintenance of the County’s integrated master program schedule and related performance metrics.
  • Prepare monthly reports, leadership briefings, dashboards, and quarterly portfolio reviews.
  • Analyze financial data, track budget performance, and support validation of monthly project cost information.
  • Utilize systems such as Trimble/e‑Builder, Oracle, and Microsoft 365 for reporting, documentation, and project controls activities.
  • Assist in developing and maintaining SOPs, governance workflows, and program management standards.
  • Support cost estimating workflows, basis‑of‑estimate development, and cash flow projections when needed.
  • Contribute to PMO quality assurance processes to ensure accuracy and consistency of data and deliverables.
  • Provide coordination support across project teams, stakeholder groups, and grant compliance activities. 
Required Skills and Capabilities
  • Strong analytical and data‑interpretation skills.
  • Experience with project controls, dashboards, or PM information systems.
  • Ability to create clear and professional reports and presentations for senior leadership.
  • Understanding of scheduling, budgeting, risk management, and related PM fundamentals.
  • Strong communication, organization, and attention to detail.
  • Ability to thrive in a collaborative, embedded PMO environment. 
Education & Experience
  • Bachelor’s degree in engineering, construction management, public administration, business analytics, project management, or a related field.
  • Minimum 10 years of experience in capital program support, project controls, reporting, scheduling, or financial tracking—preferably within government or infrastructure programs.
  • Project management certifications (CAPM, PMI‑PBA, PMI‑SP, etc.) in Virginia are a plus but not required.
