Job Summary:Â
Provides guidance and supervision for logistics analysts supporting aircraft, weapon systems, training, and/or SE programs supporting PMA-276.
Conducts logistics, supportability, reliability, maintainability, and operational analyses and provides recommendations for tailoring, optimizing, and establishing logistics element requirements in support of aircraft, weapon systems, training, or SE programs. Provides recommendations for changes to site support including maintenance planning, phased support, manpower and personnel requirements, initial provisioning and material support, support equipment, training and training devices, technical data Packaging, Handling, Storage and Transportation, and facilities. Provides recommendations for the development of LCC and TOC Management Plans. Provides recommendations for the review and development of maintenance plans/Logistics Support Analysis (/LSA) records, maintenance tasks and LORA recommendations.
Education:Â
MS or MA Degree in Logistics Management, Business, Engineering, or Management.
Experience Required: 
At least 10 years’ FTE experience in operational logistics or maintenance engineering. Four (4) years’ experience directing the activities of operational technicians in the performance of comprehensive analysis across the spectrum of IPS elements during a job assignment in an Operational Command or supporting an Operational Command. Four (4) years of operational (fleet support) logistics support experience. Two (2) years of specific experience in operational logistics planning and management which demonstrates the ability to perform independent work to provide logistics planning, scheduling, execution and support system effectiveness analysis, studies and evaluations in support of DoD weapons systems and equipment.

- Provides guidance and supervision for logistics managers in performing logistics planning and management functions in support of in-service aircraft, weapon systems, training, or SE programs.Â
- Reviews recommended changes from fleet and other activities, ECPs, Site Activation Schedules, WSPDs, Navy Training Plans, Production Training and Support Equipment schedules and independent technical investigations.Â
- Provide support and participate in the preparation, coordination, operation, and post evaluation of IPSMT reviews, Readiness Improvement Program Reviews, IPT, Maintenance Engineering or Logistics reviews and other technical and logistics meetings.Â
- Manages the efforts of junior logistics personnel.Â
- Prepare lessons learned for process improvement for new acquisition programs.Â
- This labor category shall perform various tasks related to the development of detailed business processes such as LRFS, PBL Strategies, Issue Sheets, Logistics Engineering Change Proposal, Critical Item Logistics Review, Degraders, Cost Per Flight Hour management, and PSM implementation.Â
- In addition, individual will be responsible for the performance of various tasks related to the development of cost and trend analysis to defend logistics planning with respect to logistics footprint across the platform, provisioning of spares, depot and squadron standup as well as Reduction of TOC to include development of BCAs to support program decisions.
- Provide and facilitate the application of CBM+ concepts and policies to plan, establish, and execute effective total life cycle support for the assigned program. Determine the actual and derived CBM+ planning requirements based on program documents, other user and engineering inputs, and service policies.
- Develop program strategies and milestones in support of CBM+ maintenance planning and develop a plan that establishes an initial CBM+ concept and reflects maintenance policy, design, cost, readiness and operational requirements for existing and proposed systems. Lead in the development and execution of CBM+ planning processes, policies and procedures to ensure maintenance planning requirements are met. Ensure the review of reliability and maintainability plans and products to ensure that they meet program needs. Lead the development, sustainment, and execution of CBM+ planning policy and processes, to include Reliability Centered Maintenance (RCM) and Level of Repair Analyses, that lead to and monitor material condition and system performance to ensure the desired level of availability.
- Ensure the development and sustainment of the failure management strategies for the acquired systems, including preventive maintenance tasks and intervals, utilizing the RCM process. Ensure the review of Diminishing Manufacturing Sources and Material Shortages mitigation plans to ensure that they meet program needs. Validate or redefine maintenance requirements based on trends. Provide processes, tools, training, and assistance in support of cost-wise readiness improvement initiatives. Provide broad support for the development, tracking, and reporting of metrics associated with intermediate and depot level maintenance in support of readiness goals.
- Establish close coordination with the cost team in developing defendable cost estimates for future CBM+ maintenance capabilities. Participate in Cost Benefit Analysis (CBA) and Affordability Initiative reviews. Evaluate CBA studies and affordability initiatives involving depot commercial and/or organic maintenance, repair, or overhaul of systems, sub-systems, and/or components to help develop a “best value” acquisition logistics support program. Coordinate and attend reviews and actively participate in evaluation of the effectiveness of maintenance scheduling and management through the review of reports and other deliverables.Â
- Oversee the supportability analysis processes of CBM+; determine support resources necessary to sustain the acquired systems and equipment throughout their life cycles. Provide inputs and recommendations to the Life Cycle Sustainment Plan (LCSP) as required. Participate in all Independent Logistics Assessment (ILA) reviews. Author mitigation plans, execute and report results. Plan, execute and document assessments, validation, and verification as needed to prove supportability for assigned program.Â
- Establish and maintain relationships within the Logistics and Engineering disciplines of the customer communities. Work collaboratively with systems engineering (SE) ensuring comprehensive integration of CBM+ processes and measures into the design, test, and fielding of systems, subsystems, and components.
- Develop plans in support of program strategies that will identify schedule and funding requirements for inclusion in acquisition documentation, to include Milestones and other control points. Provide input to program acquisition documents such as: Capability Development Document (CDD), Analysis of Alternatives (AoA), Test & Evaluation Master Plan (TEMP), Component or System Test Plan(s), Integrated Master Plan (IMP) and Integrated Master Schedule (IMS), Support and Maintenance Concepts, Workload Standards and decision papers as required.
Knowledge, Skill and Abilities:
- Experience with weapon system logistics analysis
- Knowledgeable of acquisition policies and procedures; demonstrated knowledge of and experience with the requirements of the DOD 5000 series.Â
- Demonstrated ability to work with large and diverse teams and the ability to effectively provide guidance, direction, and supervision in all areas of contract effort such as program management, systems engineering, major system acquisitions, and financial analysis.Â
- Knowledgeable of NAVAIR logistics and maintainability programs and processes.
- Ability to write technically.Â
- Ability to work within a team and solve problems collectively.Â
- Ability to communicate at all levels of command chain
Salary: The projected salary range for this position is $110,000-$120,000 and is based on experience and contractual requirements. However, this is not a guarantee of salary.
