Job Summary

The IT Vendor Manager provides operational direction for vendor management, contract administration, software portfolio management, and technology risk coordination. This position supports effective technology management while promoting financial stewardship, security, accessibility, compliance, and operational effectiveness. The Manager assists in evaluating processes and contributing to the development of policies, procedures, and programs related to procurement, vendor governance, contract lifecycle management, and compliance. The position serves as a key resource for Information Technology and university stakeholders regarding contracts, vendor engagements, and associated review processes.

Job Description

Typical duties may include but are not limited to:

  • Provides operational oversight of Information Technology vendor management, contract administration, software portfolio management, renewals, and third-party technology risk review processes.
  • Participates in the planning, development, and implementation of departmental goals, policies, procedures, and initiatives related to technology procurement, vendor management, contract lifecycle management, and compliance.
  • Collaborates with appropriate university departments and stakeholders to coordinate technology contracts, vendor engagements, procurement activities, and related review processes.
  • Serves as the primary point of contact for strategic vendor relationships and technology contracts. Monitors vendor performance, coordinates vendor reviews, and collaborates with stakeholders to address issues and ensure contract compliance.
  • Supports technology sourcing activities, including vendor evaluations, contract negotiations, renewals, and procurement activities, while identifying opportunities to improve contract terms, optimize software licensing, consolidate solutions, and support effective use of university resources.
  • Partners with Information Technology leadership and Finance to support budget planning, forecasting, renewal planning, and management of technology expenditures.
  • Coordinates technology risk and compliance activities, including the Higher Education Community Vendor Assessment Toolkit (HECVAT) process, and supports the review of vendor security, privacy, accessibility, and compliance documentation.
  • Establishes and maintains procedures, workflows, reports, dashboards, and documentation to support vendor management, contract administration, software portfolio management, and technology risk coordination.
  • Provides reports and recommendations to Information Technology leadership regarding vendor performance, contract status, renewals, technology risks, software utilization, cost trends, and opportunities for improvement.
  • Responsible for ensuring that all programs and activities comply with university, state, and federal regulations.
  • Tracks annual and multi-year budget needs for technology products and services, including planned renewals, anticipated increases, new contractual obligations, and potential savings opportunities.

Required Qualifications:

  • This position requires either six years of directly related full-time experience or, as an alternative, a Bachelor’s degree from an accredited institution and two years of full-time experience directly related to the job functions.
  • Experience operating a personal computer and proficient with Microsoft Office (Word, Excel, Access, PowerPoint, Publisher, and Outlook).
  • Any appropriate combination of relevant education, experience, and/or certifications may be considered.

Preferred Qualifications:

  • Master's Degree from an accredited institution in Information Technology.
  • 5 years experience in technology procurement, including vendor management, technology contracts, and software licensing.
  • Experience with procurement processes, contract routing, purchase requisitions, purchase orders, and renewals.
  • Experience reviewing technology contracts, vendor quotes, licensing terms, renewal proposals, statements of work, or service agreements.
  • Experience in higher education, government, or another public-sector environment.
  • Experience supporting RFP, RFI, sole-source, contract renewal, contract amendment, vendor negotiation, or competitive sourcing processes.
