Job Description:

The Administrative Programs Officer II supports the implementation, coordination, and administration of the Nebraska Medical Cannabis Program. This position works closely with the Executive Director, Commissioners, and Program Director to help guide program operations, policies, and long-term planning.

The role assists with overseeing day-to-day administrative activities, ensuring program policies, procedures, and regulatory requirements are applied consistently and effectively. Responsibilities may also include supporting program planning, tracking performance measures, reviewing workflows for efficiency, and helping maintain quality assurance processes.

This position operates with a level of independence while collaborating with program leadership on key initiatives and program priorities.

This is a temporary position expected to last until 12/30/2026.

Job Duties: 

Program Operations

  • Help manage the day-to-day administrative operations of the Medical Cannabis Program.
  • Develop and maintain workflows, procedures, and documentation to support efficient and consistent operations.
  • Review processes and recommend improvements to help the program run smoothly.

Policy & Regulatory Support

  • Interpret and apply program statutes, rules, and policies in daily operations.
  • Assist with drafting procedures and guidance that support program implementation and compliance.
  • Research best practices and provide recommendations to program leadership.

Budget & Fiscal Support

  • Assist with budget development, expense tracking, and financial reporting.
  • Compile program data and documentation to support fiscal planning and reporting needs.

Procurement & Vendor Coordination

  • Support procurement activities, including developing scopes of work and reviewing proposals.
  • Monitor vendor contracts and work with partners to ensure services and systems meet program needs.

Systems & Program Infrastructure

  • Help coordinate program systems such as licensing platforms and regulatory tracking tools.
  • Assist with system updates, testing, and process improvements to ensure reliable operations.

Stakeholder Coordination

  • Serve as a point of contact with state agencies, vendors, applicants, and other stakeholders.
  • Help develop program materials and communications to support understanding of program requirements.

Licensing & Compliance Support

  • Assist with licensing workflows, application intake, and administrative tracking.
  • Support coordination between licensing, compliance, and operational functions.

Program Planning

  • Contribute to program planning efforts, special projects, and initiatives that support program growth and effectiveness.

Requirements/ Qualifications

Minimum Qualifications:  Bachelor’s degree in public or business administration, accounting or any discipline related to the work assigned. One year of experience in planning, organizing, and implementing program administrative or business financial functions. Experience may substitute for education on a year-for-year basis.

Preferred Qualifications: Experience in program administration, regulatory operations, public-sector management. Experience working with contracts, procurements, including developing scopes of work or evaluating proposals. Experience developing policies, procedures, guidance documents, or administrative frameworks in a regulatory or compliance environment. Experience with budget development, fiscal monitoring, or program financial administration.

Other: Regular and reliable attendance is required.


 

Knowledge, Skills, & Abilities:

Strong analytical and problem-solving skills, with the ability to assess complex issues, identify risks, and recommend operational solutions. Excellent written and verbal communication skills, including the ability to explain technical or regulatory requirements to varied audiences. Ability to work collaboratively with agency leadership, staff, state agencies, vendors, and stakeholders, and to serve as a professional program representative. Experience working with data systems, case management platforms, licensing systems, or regulatory databases preferred.
