Job Overview:

APTIM Federal Services, LLC is seeking a highly experienced Site Superintendent to lead field execution for a high-profile environmental remediation and industrial redevelopment project in Linden, New Jersey.

This project will be executed under strict technical, safety, and regulatory oversight from the U.S. Army Corps of Engineers (USACE) and the U.S. Environmental Protection Agency (EPA). The selected candidate must demonstrate proven success managing complex civil and environmental remediation projects in active industrial environments and under federal construction quality and compliance standards.

The Site Superintendent will serve as the on-site field authority responsible for directing all remediation and construction activities in accordance with USACE contract requirements, approved work plans, safety protocols, and environmental regulations.

Key Responsibilities

USACE & Federal Project Leadership

  • Serve as the on-site Site Superintendent under USACE and EPA oversight.
  • Maintain full understanding of federal contract requirements, specifications, and "as-sold" scope.
  • Ensure compliance with USACE Construction Quality Management (CQM) standards.
  • Interface directly with USACE representatives, QA personnel, and regulatory stakeholders.
  • Manage submittals, daily reports, quality documentation, and production tracking in accordance with federal requirements.
  • Identify and manage scope changes, change conditions, and cost impacts in a federal contracting environment.

Environmental & Industrial Remediation Execution

  • Lead construction activities within active or former industrial facilities and brownfield sites.
  • Direct large-scale earthwork, excavation, soil placement, and stockpile management.
  • Oversee slurry wall installation and specialty containment systems.
  • Manage work performed along waterways, including installation and operation of Porta-Dams and/or Aqua Dams.
  • Supervise dewatering operations and pump-and-treat/treatability systems.
  • Coordinate soil processing operations including screen plants and conveyors.
  • Ensure environmental controls, sediment management, and discharge compliance are maintained.
  • Monitor productivity, burn rates, and performance metrics for each remediation activity.

Union Workforce & Prevailing Wage Management

  • Supervise and coordinate a union craft labor workforce of 25+ personnel in accordance with trade jurisdiction requirements.
  • Ensure compliance with Davis-Bacon and/or state prevailing wage regulations.
  • Coordinate subcontractors performing heavy civil, marine, and environmental specialty work.
  • Conduct daily safety meetings and enforce strict industrial site safety standards.

Safety, Quality & Risk Management

  • Implement and enforce site-specific Health & Safety Plans (HASP).
  • Maintain OSHA and HAZWOPER compliance.
  • Establish and monitor quality control programs in accordance with USACE CQM standards.
  • Actively manage risk to protect project schedule, budget, and regulatory compliance.
  • Ensure reporting requirements and documentation standards are met consistently.

Required Qualifications

  • Minimum 10+ years of construction management experience in heavy civil and environmental remediation.
  • Demonstrated experience managing projects under USACE oversight.
  • Experience managing:
    • Fixed-price projects up to $10M+
    • Cost-reimbursable projects up to $25M+
  • Proven background in industrial site remediation and redevelopment.
  • Experience with:
    • Slurry wall installation
    • Waterway construction using Porta-Dams and/or Aqua Dams
    • Dewatering and pump-and-treat systems
    • Large-scale excavation and soil management
  • Experience supervising a union workforce of 25+.
  • Working knowledge of prevailing wage compliance.
  • USACE Construction Quality Management (CQM) certification (required).
  • 40-Hour OSHA HAZWOPER (current refresher required).
  • OSHA 30-Hour Construction Training.
  • First Aid/CPR certification.
  • Strong reporting, documentation, and communication skills.

As of the date of this posting, a good faith estimate of the current pay range for this position is $85,000 - $130,000. Compensation depends on several factors including: experience, education, key skills, geographic location of the position, client requirements, external market competitiveness, and internal equity among other employees within APTIM.
