The Intelligence Sector at Leidos currently has an opening for a Program Manager to work in our Linthicum, MD location. This is an exciting opportunity to leverage your leadership and program execution experience in support of a critical U.S. Government partner’s cyber, intelligence, and forensic mission. In this role, you will oversee comprehensive operational, analytical, technical, forensic, and enterprise-level program management support activities. You will lead multidisciplinary teams operating in dynamic, high-security environments and ensure successful delivery of mission-critical objectives. This position offers the opportunity to guide strategic initiatives that directly enhance national security capabilities, operational effectiveness, and investigative outcomes.

Contract Status: Proposal Phase/Contingent Upon Award.

Security Clearance: U.S. Citizenship with an Active or Current DoD TS/SCI required. We are not able to sponsor the clearance requirement.

What you'll be doing: 

The Program Manager provides overall leadership, management, and oversight of all contractor personnel supporting a U.S. Government partner. Responsibilities include directing operational, analytical, forensic, and technical activities while ensuring performance aligns with contractual requirements and mission priorities. The PM manages complex projects from initiation through execution and sustainment, developing and maintaining program management plans, risk management strategies, integrated master schedules, and performance metrics.

This role establishes and enforces enterprise governance processes for cost, schedule, scope, and quality control while proactively identifying and mitigating risks. The Program Manager engages senior stakeholders to provide program status updates, facilitate issue resolution, and ensure strategic alignment across operational and technical teams. The individual is responsible for ensuring quality and efficiency of performance, overseeing transition activities, and maintaining continuous compliance with U.S. Government standards and security requirements.

Needed Experience, Skills, and Education: 

  • Bachelor’s degree and 10 or more years of experience managing large, complex programs supporting federal or defense missions. Additional years of experience may be considered in lieu of degree.

  • Experience overseeing multidisciplinary teams (cyber, intelligence, forensics, IT, operations)

  • Experience managing cost, schedule, risk, and performance metrics

  • Experience developing Integrated Master Schedules (IMS)

  • Strong leadership, organizational, and communication skills

  • Experience supporting high-security operational environments

  • Project Management Professional (PMP) certification

Clearance Needed:

U.S. Citizenship with an Active or Current DoD TS/SCI required. We are not able to sponsor the clearance requirement.

Preferred Experience, Skills, and Education:

  • Master’s degree in Cybersecurity, Business Administration, Intelligence Studies, or related field

  • Experience supporting Intelligence Community or DoD organizations

  • Experience with Earned Value Management (EVM)

  • Experience leading ISO-accredited or compliance-driven environments

  • Agile/SAFe certification.

Preferred Tool Experience:

  • MS Project

  • Microsoft Office Suite (advanced Excel and PowerPoint)

  • Risk management and scheduling tools

  • SharePoint or enterprise collaboration platforms

  • Performance dashboard/BI tools
