POSITION DESCRIPTION
HGL is currently seeking an experienced Quality Assurance Manager (Construction Quality Control Manager) to support a Deactivation, Decommissioning, and Removal project for five buildings at the Lawrence Livermore National Laboratory (LLNL) project site in Livermore, CA. The initial duration of project is anticipated to be 5 ½ years. The Quality Assurance Manager is responsible for the quality of decommissioning work. The QA Manager will be responsible for ensuring project quality assurance and contractor assurance requirements through oversight activities verifying implementation of the project specific plans, while maintaining independence while monitoring ongoing work activities of the project, suppliers, and/or subcontractors.
Responsibilities/Duties
WHAT YOU'LL BE DOING
- Implement the Project Quality Assurance Program Plan (QAPP): Support the day-to-day operation of the project's quality program, approved procedures, and work instructions (packages) at the field level.
- Conduct Surveillances and Observations: Assist the PM with scheduling, performing, and documenting project assessments (surveillances and observations) of ongoing work activities to ensure compliance with approved plans, procedures, and specifications. Document the areas or activities observed; when findings, opportunities for improvement, and recommendations are discovered, create corrective action reports in accordance with approved procedures.
- Perform Inspections: Conduct receipt inspections of incoming materials (excluding non-significant items) to verify conformance with procurement specifications/requirements; identify shipping damage and detect potential suspect/counterfeit items. Document inspection results and any non-conformances.
- Monitor QC Activities: Observe and monitor ongoing Quality Control activities performed by project personnel and subcontractors to ensure they are being conducted in accordance with authorized policies, procedures, contract specifications, and approved Work Plans. Document the activities monitored and any deviations observed.
- Support Corrective Action Management Program: Initiate and/or provide input to the development and implementation of corrective action plans to address identified deficiencies
- Support Nonconformances: When identified, and when required, segregate and assist with disposition. Control NCR tags (placement, removal).
- Provide Quality Support to Field Teams: Serve as a point of contact and resource for the Site Manager and on-site personnel for quality-related questions, guidance, and support.
- Monitor Training and Qualifications: Verify that personnel performing work have the required training and qualifications prior to commencing work activities, including on-site subcontractors.
- Participate in Pre-Job Briefings: Attend and participate in pre-job briefings to understand the work scope, identify potential quality concerns, and ensure quality requirements are communicated to the field team.
- Suspect/Counterfeit Items (S/CI): Act as a local point of contact for S/CI activities, including receiving reports, controlling suspect items, and reporting them appropriately.
- Field Data Monitoring: Assist in the daily review of field data collection to ensure completeness and accuracy. Assist with collecting QA records.
- Monitor Field M&TE: Maintain field Measurement & Test Equipment logs and monitor calibration due dates; receive items per purchase order requirements; assist NQAPM with supplier certifications.
- Support external partners or regulators with assessments when scheduled.
- Assist with input on project or QA reporting, as applicable.
- Other duties as assigned by the NQAPM and/or Project Manager.
Required Skills
WHAT YOU NEED TO BE SUCCESSFUL
- Minimum of ten (10) years of relevant experience.
- Minimum of a High School Diploma; B.S. degree strongly preferred.
- Knowledge of quality assurance and quality control principles and practices, and its implementation.
- Familiarity with relevant industry standards and regulations (e.g., DOE Order 414.1D, ISO 9001 other DOE applicable codes and standards).
- Ability to understand and interpret technical documents, drawings, and specifications.
- Strong attention to detail and a commitment to quality.
- Effective communication and interpersonal skills.
- Ability to work independently and as part of a team.
- Relevant training and certifications in quality assurance or a related field may be required.
- Knowledge regarding relevant industrial codes, standards and specifications (i.e. ASME, API, ASTM, AWS, etc.)
- Working knowledge of Microsoft suite.
- Experience interacting with clients and client representatives.
Preferred Skills
WHAT YOU NEED TO STAND OUT – Preferred, not required
- B.S. degree in engineering, industrial engineering, quality management, or related technical field.
- Relevant DOE experience.
- Experience in conducting inspections and surveillances in a field environment is preferred.
- Familiarity with electronic data management systems (EDMS) is beneficial.

The annual salary for this position ranges from $117,207.00-$181,671.00. This position's final salary can be impacted by various factors including, but not limited to, contractual requirements, geographic location, job-related education, training, experience, and skills.
