Job Title: Special Education Case Manager 

Setting: Residential Treatment Center (RTC)

Reports To: Special Education Director

Key Partners: School Districts (LEAs), BCBA, Clinical Treatment Team, USBE

Job Summary

The SPED Case Manager ensures the seamless integration of educational programming . This role manages the legal lifecycles of IEPs and ISPs, maintains audit-ready records, and provides high-level instructional and behavioral coaching to ensure all students—whether district-placed or private-pay—receive appropriate, data-driven support.

  

Essential Functions & Responsibilities

1. Legal Compliance & District Liaison

  • District      & Parent Collaboration: Act as the primary point of contact for      multiple school districts and parents; facilitate clear communication      regarding student progress, placement, and funding.
  • IEP/ISP      Management: Ensure strict adherence to timelines and legal compliance      for all IEP meetings and documentation.
  • Private      Pay Programming: Create and implement Individualized Service Plans      (ISPs) for private-pay clients, ensuring their educational needs are met      outside of the traditional IDEA framework.
  • Utah      Transition Planning: Build and maintain Utah Transition Plans in      strict compliance with USBE (Utah State Board of Education) standards for      students aged 14+.

2. Clinical & Therapeutic Alignment

  • Treatment      Team Integration: Attend and actively participate in multidisciplinary      treatment team meetings to ensure educational goals align with      therapeutic/clinical programming.
  • BCBA      Collaboration: Partner with the Clinical Director or BCBA to align      behavioral strategies, ensuring that classroom interventions mirror      clinical best practices.
  • Transition      Planning: Assist with transition planning for students discharging      from the RTC, ensuring a warm handoff of records and IEP requirements to      the next placement.

3. Data Collection & Goal Development

  • Data      Analysis: Collect and analyze data on behavior and IEP goals; use this      data to propose new goals or adjust existing supports and accommodations.
  • Fidelity      Monitoring: Advocate for and ensure appropriate levels of student      support; monitor that proper data is being collected by all staff members.
  • Targeted      Intervention: Pull students for 1:1 transition work, specific      interventions, and targeted data collection to drive IEP progress.

4. Instructional & Classroom Support

  • Observation      & Scaffolding: Regularly observe classrooms to ensure      accommodation compliance; support teachers with scaffolding techniques and      pedagogical best practices.
  • Behavioral      Support: Develop and revise Behavior Intervention Plans (BIPs) with      the team.
  • TA      Training: Train and support Teaching Assistants (TAs) in the      implementation of BIPs and IEP accommodations, monitoring for      implementation fidelity.

5. Specialized Testing & Services

  • Testing      Coordinator: Ensure all accommodations are implemented during State      and ACT testing; serve as a proctor/administrator for these high-stakes      assessments.
  • Related      Services: Schedule related services (SLP, OT, etc.) and ensure      follow-through while maintaining meticulous logs of service minutes for      billing and compliance.
  • Academic      Monitoring: Monitor student progress and grades to ensure that      therapeutic needs are not overshadowing academic growth.

6. Records & Auditing

  • Audit-Ready      Records: Maintain accurate, organized, and "audit-ready"      special education records at all times.
  • Transfer-In      Files: Manage the intake of files for both in-state and out-of-state      transfers, ensuring Utah eligibility is established immediately upon      enrollment.

  • Advocacy:      Proactively ensure students receive the support they are legally and      ethically entitled to.
  • Precision:      Maintain a high level of accuracy in data collection, minute-tracking, and      legal documentation.
  • Collaborative      Tone: Communicate effectively with a diverse range of stakeholders,      from district special education directors to residential floor staff.
  • Professionalism:      Maintain CPI certification, engage in ethical conduct, and display a      commitment to self-guided learning and professional development.

  


Requirements

 Candidate Qualifications

  • License:      Current Utah Special Education Teaching License (Level 2 or 3 preferred).
  • Experience:      Previous experience in an RTC or specialized school setting; experience      working with USBE transition compliance and ACT testing protocols.
  • Technical      Skills: Mastery of Embrace (or similar SES), and a strong      understanding of Utah-specific SPED law.
