Job DetailsJob Location: Louisville, KY 40203Position Type: Full TimeEducation Level: 4 Year DegreeSalary Range: $55,000.00 - $65,000.00 Salary/yearThe Head Start Home-Based Manager provides leadership, supervision, and oversight of the Head Start Home-Based Program to ensure high-quality services for enrolled children and families. This position ensures compliance with Head Start Program Performance Standards (HSPPS), state and local regulations, and agency policies. The Manager supervises Home Visitors, supports family engagement efforts, promotes school readiness, and collaborates with internal and external partners to ensure comprehensive services for children who are birth to age five and their families. Essential Duties and Responsibilities Program Leadership and Management Manage the daily operations of the Head Start Home-Based Program. Ensure implementation of the home-based program option in accordance with Head Start Performance Standards. Develop, monitor, and evaluate program goals, objectives, and outcomes. Maintain program quality through ongoing monitoring, data review, and continuous improvement efforts. Collaborate with education, family services, health, mental health, nutrition, and disabilities staff to ensure integrated service delivery. Participate in strategic planning and program self-assessment activities. Staff Supervision and Development Provide direct supervision, coaching, and support to Home Visitors. Conduct regular observations, case reviews, and performance evaluations. Facilitate team meetings and professional development opportunities. Support recruitment, onboarding, and retention of qualified home-based staff. Develop staff competencies in child development, family engagement, and home-visiting best practices. Family and Child Services Ensure families receive weekly home visits and group socialization experiences as required by program standards. Promote positive parent-child relationships and family well-being through evidence-based practices. Monitor implementation of individualized child learning experiences and school readiness goals. Support family partnership processes and family goal setting. Assist with crisis intervention and referrals to community resources as needed. Compliance and Monitoring Ensure compliance with all applicable Head Start Program Performance Standards, licensing regulations, and agency policies. Monitor documentation and recordkeeping for accuracy, timeliness, and completeness. Review child and family data to assess service delivery and program outcomes. Prepare reports for management, governing bodies, and funding agencies. Participate in federal reviews, audits, and monitoring visits. Community and Stakeholder Engagement Develop and maintain partnerships with community organizations and service providers. Collaborate with local school districts, early intervention agencies, and health providers. Support Parent Committees and Policy Council activities. Represent the agency at community meetings and professional organizations. Data and Fiscal Management Monitor program enrollment, attendance, and service delivery data. Assist in budget development and monitor expenditure related to the home-based program. Utilize program databases and reporting systems to support decision-making and compliance efforts. Analyze data trends and recommend program improvements. QualificationsEducation Bachelor’s degree in early childhood education, Child Development, Social Work, Human Services, Education, or a related field required. Master's degree preferred. Experience Minimum of three years of experience in early childhood education, family services, or home-visiting programs. Previous supervisory or management experience preferred. Experience with Head Start programs and federal regulations are strongly preferred. Knowledge, Skills, and Abilities Comprehensive knowledge of Head Start Program Performance Standards. Understanding of child development, family engagement, and family support principles. Strong leadership, coaching, and team-building skills. Ability to analyze data and implement continuous quality improvement strategies. Excellent oral and written communication skills. Ability to maintain confidentiality and exercise sound judgment. Proficiency with Microsoft Office and data management systems. Physical Requirements Ability to travel regularly throughout the service area. Ability to conduct home visits and community-based meetings. Ability to sit, stand, walk, bend, and lift up to 25 pounds occasionally. Possession of a valid driver's license, reliable transportation, and proof of insurance.
