Responsibilities

Want to lead the growth of a West Texas geotechnical and CMT operation across Lubbock, Odessa-Midland, and El Paso with real autonomy and clear accountability? As Regional Manager with ECS, you will own regional performance, develop teams, and win work across Geotechnical, Construction Materials Testing (CMT), Environmental, and Facilities services. 25+ years in Texas, ESOP ownership, low bureaucracy, and a platform built for expansion. 

 

Responsibilities:

 

  • Lead regional growth and operations across West Texas (Lubbock, Odessa-Midland, El Paso) for Geotechnical Engineering, Construction Materials Testing (CMT), Environmental, and Facilities services.  
  • Build strong, team-first partnerships with office managers, department managers, and technical leaders to align priorities, remove roadblocks, and strengthen delivery and client outcomes.  
  • Own regional performance metrics including P&L, accounts receivable, utilization, backlog, productivity, and workload forecasting, and translate results into clear operating actions.  
  • Drive regional business development by identifying, qualifying, and coordinating project leads and pursuits across offices, in partnership with local leaders and business development teams.  
  • Provide oversight for marketing and pursuit execution, including proposal/SOQ strategy, pricing/rates, resourcing, and ensuring on-time, compliant submissions by every deadline.  
  • Monitor market conditions and competitive trends, apply proven practices from other regions, and adapt strategy to fit West Texas client needs and opportunity areas.  
  • Represent the company with clients and industry groups through trade associations, conferences, and relationship-based networking, including regional pursuits and national contract opportunities.  
  • Lead pursuit planning from scope review through execution by assigning the right personnel, coordinating resources, and connecting offices to company-wide technical expertise when needed.  
  • Maintain consistent leadership cadence with offices and departments, reinforcing local-level marketing expectations and keeping pipeline activity moving.  
  • Evaluate and adjust staffing levels and experience mix to meet demand, including resource balancing across offices during workload shifts. 

Qualifications

Qualifications: 

  • Bachelor’s or Master’s degree in Civil Engineering (BSCE/MSCE) from an ABET-accredited college or university preferred.  
  • Professional Engineer (PE) or Professional Geologist (PG) license, or ability to obtain licensure within 6 months of hire.  
  • Will potentially consider direct experience with a competitor in a similar role in lieu of a license. However, PE/PG is hiring preferred 
  • 10+ years of related experience, including 5+ years in a supervisory leadership role within geotechnical engineering and materials testing (G&MT) consulting.  
  • Prior office management and business development experience in geotechnical/CMT consulting, including active client relationships within relevant service lines.
